[Abstract]:Xiao Fengxiang and others of Tianjin University published the Theory of the elements of the National qualification Framework in "Educational Research", which holds that the national qualification framework is a system of human resources development and allocation, and plays a fundamental role in communicating the educational system and the labor market. ""access" and "cost reduction" are the basic functions of the national qualification framework."Building channels" refers to the construction of a multi-level, multi-channel entry and export between education and the labour market within the national qualification framework, and the establishment of a partnership between education and industry (employers)
