我國(guó)農(nóng)民工繼續(xù)教育政策存在的問題與優(yōu)化路徑——基于“求學(xué)圓夢(mèng)行動(dòng)”的文本分析

【摘要】:分析各地出臺(tái)的"‘求學(xué)圓夢(mèng)行動(dòng)’實(shí)施方案"發(fā)現(xiàn),各地的實(shí)施方案基本都形成了以"學(xué)歷、技能、課程、平臺(tái)"為核心的政策內(nèi)容結(jié)構(gòu),但都具有明顯的工具本位的政策價(jià)值取向,且存在監(jiān)督問責(zé)機(jī)制缺位的情況。同時(shí)各地的實(shí)施方案在政策目標(biāo)、支持力度、助學(xué)服務(wù)平臺(tái)建設(shè)等方面存在較大差距。該政策的優(yōu)化需要以"對(duì)接需求、強(qiáng)化措施"為路徑,提升政策的可操作性;以"回歸責(zé)任、統(tǒng)籌發(fā)展"為核心,強(qiáng)化中央與省級(jí)政府的行政權(quán)威;以"制度優(yōu)化,提速增效"為目標(biāo),建立政策督導(dǎo)與問責(zé)機(jī)制。
[Abstract]:Through the analysis of the "Action to learn and fulfill a Dream" implementation program issued by various localities, it is found that the implementation programs in various localities basically form a policy content structure with "academic qualifications, skills, courses, platforms" as the core.But they all have obvious tool-based policy value orientation and the absence of supervision and accountability mechanism.At the same time, there is a big gap in policy goal, support strength and the construction of student service platform.The optimization of the policy should take "docking demand, strengthening measures" as the path to enhance the maneuverability of the policy, strengthen the administrative authority of the central and provincial governments with the core of "returning to the responsibility for overall development", and strengthen the administrative authority of the central and provincial governments.Speed up and increase efficiency "as the goal, establish policy supervision and accountability mechanism."
