【摘要】：大學(xué)繼續(xù)教育發(fā)展強(qiáng)調(diào)"政府責(zé)任"有其現(xiàn)實(shí)的意義,是政府行為發(fā)展及大學(xué)繼續(xù)教育實(shí)踐的共同需要。在界定"政府責(zé)任"的過程中,必須堅(jiān)持本土化、適切性和普遍認(rèn)同等三項(xiàng)原則。在此基礎(chǔ)上,正確理解大學(xué)繼續(xù)教育中"政府責(zé)任"的內(nèi)涵,即為大學(xué)繼續(xù)教育發(fā)展制定宏觀政策、提供物質(zhì)保障、優(yōu)化大學(xué)繼續(xù)教育發(fā)展的社會環(huán)境以及建構(gòu)大學(xué)繼續(xù)教育發(fā)展的具體制度。要實(shí)現(xiàn)這四個方面的內(nèi)涵,就需要從大學(xué)與政府的主體關(guān)系、政府行為的目標(biāo)追求以及政府行為的方式轉(zhuǎn)變等角度來探索其責(zé)任實(shí)現(xiàn)的實(shí)踐路徑。
[Abstract]:The development of university continuing education emphasizes that "government responsibility" has its practical significance and is the common need of the development of government behavior and the practice of university continuing education. In the process of defining "government responsibility", it is necessary to persist in localization. On the basis of this, we should correctly understand the connotation of "government responsibility" in university continuing education, that is, to formulate macro policies and provide material support for the development of university continuing education. To optimize the social environment of the development of university continuing education and to construct a specific system for the development of university continuing education, it is necessary to realize the connotation of these four aspects from the relationship between the university and the government. This paper probes into the practical path of the realization of government responsibility from the angle of the goal pursuit of government behavior and the transformation of government behavior.
