城鎮(zhèn)化視角下農(nóng)民工職業(yè)教育研究

【摘要】:城鎮(zhèn)化的過程是人口聚集的過程,也是農(nóng)村勞動力轉(zhuǎn)移、市民化的過程,農(nóng)民工作為城鎮(zhèn)化進(jìn)程中的重要勞動力來源和城市建設(shè)的主要力量,對我國社會經(jīng)濟(jì)發(fā)展起著重大的作用,而現(xiàn)階段農(nóng)民工職業(yè)教育落后的狀況直接困擾著我國城鎮(zhèn)化的順利推進(jìn)。研究首先對農(nóng)民工職業(yè)的相關(guān)理論概念和理論基礎(chǔ)進(jìn)行了分析和解釋,并對農(nóng)民工的特征進(jìn)行了分析。通過對相關(guān)概念城鎮(zhèn)化、農(nóng)民工及職業(yè)教育進(jìn)行界定,得出了我國目前農(nóng)民工職業(yè)教育的最終目的。針對相關(guān)理論基礎(chǔ)如:人力資本理論、勞動力轉(zhuǎn)移理論、準(zhǔn)公共產(chǎn)品理論等進(jìn)行了解釋,并展開了對農(nóng)民工職業(yè)教育現(xiàn)狀展開了探討。通過分析當(dāng)前我國農(nóng)民工職業(yè)教育現(xiàn)狀可知,我國農(nóng)民工教育目前普遍面臨著職業(yè)教育比例不高、職業(yè)教育內(nèi)容單一、職業(yè)教育成本遞增和職業(yè)教育環(huán)境復(fù)雜的現(xiàn)狀,究其根本原因是由于農(nóng)民工自身因素和外部因素兩方面造成的。從農(nóng)民工自身來看,他們普遍存在教育水平低、人力資本投資投資意識薄弱的問題;從政府和企業(yè)的角度看,當(dāng)前農(nóng)民工職業(yè)教育相關(guān)法律不健全、職業(yè)教育經(jīng)費投入不足和沒有完善的農(nóng)民工職業(yè)教育體系。研究分析了國外發(fā)達(dá)國家在城鎮(zhèn)化進(jìn)程中在職業(yè)教育方面所采取的方法和措施,以德國、美國和日本作為典型國家進(jìn)行了分析,并在此基礎(chǔ)上總結(jié)了各國在勞動力轉(zhuǎn)移過程中所采取的共性措施,比如健全法律制度保障農(nóng)村職業(yè)教育發(fā)展、依托城鎮(zhèn)化發(fā)展提高農(nóng)民就業(yè)水平、通過公共財政保障職業(yè)教育投入和整合教育資源構(gòu)建新型體系等,并對中國農(nóng)民工職業(yè)教育發(fā)展做出的啟示。最后在針對我國當(dāng)前農(nóng)民工職業(yè)教育現(xiàn)狀前提和借鑒國外發(fā)達(dá)國家經(jīng)驗下,從政府、企業(yè)及非政府組織等角度分別提出了推進(jìn)我國農(nóng)民工職業(yè)教育發(fā)展具有針對性的對策和建議。
[Abstract]:The process of urbanization is the process of population gathering, the transfer of rural labor force and the process of urbanization. Migrant workers, as an important source of labor force in the process of urbanization and the main force of urban construction, It plays an important role in the social and economic development of our country. At this stage, the backward situation of peasant workers' vocational education directly puzzles the smooth progress of urbanization in China. First of all, the paper analyzes and explains the related theoretical concepts and theoretical basis of migrant workers' occupation. Through the definition of urbanization, migrant workers and vocational education, the ultimate purpose of the vocational education of migrant workers in China is obtained. The theory of labor force transfer and the theory of quasi-public goods are explained, and the present situation of vocational education of migrant workers is discussed. At present, the education of migrant workers in our country is generally faced with the situation that the proportion of vocational education is not high, the content of vocational education is single, the cost of vocational education is increasing and the environment of vocational education is complex. From the point of view of migrant workers themselves, they generally have the problems of low education level and weak consciousness of investment in human capital. At present, the laws related to the vocational education of migrant workers are not perfect, This paper studies and analyzes the methods and measures adopted by developed countries in the process of urbanization in the field of vocational education. The United States and Japan, as typical countries, have analyzed and summarized the common measures taken in the process of labor transfer, such as perfecting the legal system to ensure the development of rural vocational education. Rely on the development of urbanization to improve the level of employment of farmers, through the public financial guarantee of vocational education investment and integration of educational resources to build a new system, Finally, based on the premise of the present situation of the vocational education of migrant workers in China and the experience of foreign developed countries, from the government, Enterprises and non-governmental organizations respectively put forward countermeasures and suggestions to promote the development of vocational education for migrant workers in China.
