熱電廠除塵系統(tǒng)升級(jí)改造項(xiàng)目質(zhì)量管理研究

【摘要】:在我國(guó)經(jīng)濟(jì)不斷快速發(fā)展的背景下,環(huán)境污染問(wèn)題卻日益凸顯,霧霾等惡劣天氣已經(jīng)威脅到國(guó)民的生命財(cái)產(chǎn)安全,降低污染顆粒物排放成為現(xiàn)階段政府及各單位工作的重點(diǎn)。熱電廠作為燃煤企業(yè),發(fā)電過(guò)程中產(chǎn)生的煙氣中含有煙塵、硫氧化物(SOx)、氮氧化物(NOx)和CO2等污染物,在國(guó)家及北京市日益嚴(yán)格的環(huán)保要求下,熱電廠除塵系統(tǒng)升級(jí)改造項(xiàng)目成為各電廠的重點(diǎn)工作,如何在有限的時(shí)間及資金環(huán)境下高質(zhì)量的完成除塵系統(tǒng)升級(jí)改造成為現(xiàn)階段各電廠項(xiàng)目管理的重點(diǎn)。論文在廣泛查閱國(guó)內(nèi)外文獻(xiàn)的基礎(chǔ)上,對(duì)工程管理的相關(guān)內(nèi)容及理論進(jìn)行了深入的研究,對(duì)熱電廠除塵系統(tǒng)升級(jí)改造項(xiàng)目所涉及的項(xiàng)目管理知識(shí)進(jìn)行了整體的梳理,在此基礎(chǔ)上,本文對(duì)工程質(zhì)量管理的方法進(jìn)行了閱讀總結(jié),據(jù)此構(gòu)建了本次研究的理論體系。隨后,本文對(duì)綜合評(píng)價(jià)方法的發(fā)展進(jìn)行了概述,介紹了本文采用的對(duì)質(zhì)量管理指標(biāo)進(jìn)行評(píng)價(jià)的方法。隨后立足于業(yè)主方的角度,從質(zhì)量管理的基本要素出發(fā),構(gòu)建了人員因素、設(shè)備因素、材料因素、方法因素、環(huán)境因素5個(gè)質(zhì)量管理一級(jí)指標(biāo),針對(duì)每個(gè)質(zhì)量管理指標(biāo),構(gòu)建了包括管理人員水平、設(shè)計(jì)質(zhì)量、材料質(zhì)量等20個(gè)二級(jí)指標(biāo),得出了全面的質(zhì)量管理指標(biāo)體系,為后文的分析計(jì)算奠定了基礎(chǔ)。在對(duì)質(zhì)量管理指標(biāo)體系進(jìn)行構(gòu)建后,本文結(jié)合某電廠除塵系統(tǒng)升級(jí)改造項(xiàng)目,首先運(yùn)用層次分析法,結(jié)合項(xiàng)目參與人員對(duì)業(yè)主質(zhì)量管理工作的打分情況,對(duì)質(zhì)量管理指標(biāo)的相對(duì)重要程度進(jìn)行了賦值計(jì)算,隨后對(duì)此項(xiàng)目的質(zhì)量管理效果進(jìn)行打分,利用模糊綜合評(píng)價(jià)法,客觀分析了業(yè)主方在質(zhì)量管理過(guò)程中的管理效果。最后,依托于該項(xiàng)目的質(zhì)量管理規(guī)程規(guī)范,本文提出了熱電廠除塵系統(tǒng)升級(jí)改造項(xiàng)目質(zhì)量控制措施,以指導(dǎo)電廠工作人員完成對(duì)類似項(xiàng)目的質(zhì)量管控,使得本次研究更具有實(shí)用意義。
[Abstract]:With the rapid development of economy in China, the problem of environmental pollution has become increasingly prominent. Bad weather such as haze has threatened the life and property of the people, and reducing the emission of particulate matter has become the focus of the government and various units at the present stage. As a coal-fired enterprise, the flue gas produced in the power generation process contains pollutants such as soot, sulfur oxide, (SOx), nitrogen oxide (NOx) and CO2, etc., under the increasingly strict environmental protection requirements of the country and Beijing. The project of upgrading and retrofitting the dust removal system of thermal power plants has become the key work of each power plant. How to complete the upgrading and upgrading of the dust removal system in limited time and capital environment has become the key point of the project management of power plants at this stage. On the basis of extensive reference to domestic and foreign literature, this paper makes a deep research on the relevant contents and theories of engineering management, and combs the project management knowledge involved in the project of upgrading and reforming the dust removal system in thermal power plants. On this basis, this paper summarizes the methods of engineering quality management, and constructs the theoretical system of this study. Then, the development of comprehensive evaluation method is summarized, and the evaluation method of quality management index is introduced. Then based on the owner's angle, starting from the basic elements of quality management, the paper constructs five primary quality management indicators, namely, personnel factor, equipment factor, material factor, method factor and environmental factor, aiming at each quality management index. Twenty secondary indexes, including management level, design quality, material quality and so on, are constructed, and a comprehensive quality management index system is obtained, which lays a foundation for the analysis and calculation of the following articles. After constructing the quality management index system, this paper combines the upgrading project of the dust removal system in a power plant, first of all, using the analytic hierarchy process (AHP), combined with the evaluation of the owner's quality management work by the project participants. This paper calculates the relative importance of quality management index, then marks the quality management effect of the project, and analyzes objectively the management effect of owner in the process of quality management by using fuzzy comprehensive evaluation method. Finally, based on the quality management specification of the project, this paper puts forward the quality control measures of the dust removal system upgrading project in the thermal power plant, in order to guide the power plant staff to complete the quality control of similar projects. Make this research more practical significance.
