電網(wǎng)工程項(xiàng)目全壽命周期投資預(yù)警及控制優(yōu)化研究

【摘要】:投資管控是工程項(xiàng)目管理中的重要內(nèi)容和關(guān)鍵環(huán)節(jié),在符合進(jìn)度與質(zhì)量標(biāo)準(zhǔn)的情況下,將建設(shè)項(xiàng)目的投資控制到批準(zhǔn)估算限額范疇中,并及時(shí)對(duì)偏差進(jìn)行糾正,進(jìn)而有效確保工程項(xiàng)目實(shí)現(xiàn)良好的投資目標(biāo)。隨著我國(guó)企業(yè)管理制度的不斷完善,國(guó)有企業(yè)的投資管理也逐漸趨于合理,項(xiàng)目法人、招投標(biāo)等先進(jìn)機(jī)制有了用武之地,投資靈活性大大增強(qiáng)。但電力行業(yè)的投資管控在一定程度上仍然存在著各種各樣的問(wèn)題,如投資領(lǐng)域缺少合理的約束,決策的制定多依賴(lài)于領(lǐng)導(dǎo)人獨(dú)斷,項(xiàng)目權(quán)責(zé)劃分不明。工程項(xiàng)目投資管控問(wèn)題不僅僅是中國(guó)所面臨的難題,世界各國(guó)都給予了足夠的關(guān)注,也都進(jìn)行了相關(guān)的探討和研究。為了加強(qiáng)對(duì)工程項(xiàng)目投資的合理分配,取得最大效益,提高企業(yè)對(duì)項(xiàng)目投資的監(jiān)控水平刻不容緩,這直接關(guān)系到企業(yè)自身的生存與發(fā)展。因此,有必要對(duì)項(xiàng)目投資監(jiān)控預(yù)警展開(kāi)研究,充分考慮各種不確定因素,在項(xiàng)目投資監(jiān)控中引入全壽命周期理論,制定相應(yīng)的監(jiān)控體系、提出具有針對(duì)性的投資監(jiān)控預(yù)警模型,以求實(shí)現(xiàn)項(xiàng)目投資的控制和優(yōu)化,在電網(wǎng)工程建設(shè)的過(guò)程中實(shí)現(xiàn)對(duì)工程項(xiàng)目的統(tǒng)籌規(guī)劃、合理布局、科學(xué)規(guī)避風(fēng)險(xiǎn)。本文從基于全壽命周期理論的電網(wǎng)工程項(xiàng)目投資監(jiān)控出發(fā),首先詳細(xì)梳理了各個(gè)階段的投資監(jiān)控指標(biāo),在此基礎(chǔ)上,建立了電網(wǎng)工程投資監(jiān)控預(yù)警模型,進(jìn)而引入某省電網(wǎng)公司案例做實(shí)際分析。最后,本文根據(jù)電網(wǎng)工程項(xiàng)目投資的全壽命周期特性,有針對(duì)性的提出了投資控制與優(yōu)化策略。
[Abstract]:Investment control and control is an important content and key link in engineering project management. Under the condition of meeting the schedule and quality standard, the investment of construction project is controlled to the scope of approved estimation limit, and the deviation is corrected in time. And then effectively ensure that the project to achieve good investment objectives. With the continuous improvement of the enterprise management system in our country, the investment management of the state-owned enterprises is becoming more and more reasonable. The advanced mechanism, such as project legal person, bidding and bidding, has the opportunity of exerting its ability, and the investment flexibility is greatly enhanced. However, to a certain extent, there are still various problems in the investment control of power industry, such as the lack of reasonable constraints in the field of investment, the decision making depends on the leaders' arbitrariness, and the division of power and responsibility of projects is not clear. The problem of project investment control is not only a difficult problem that China faces, but also has been paid enough attention to by all countries all over the world, and has also carried on the related discussion and the research. In order to strengthen the rational allocation of the project investment, obtain the maximum benefit and improve the monitoring level of the project investment, it is urgent for the enterprise to have a direct bearing on the survival and development of the enterprise itself. Therefore, it is necessary to carry out research on project investment monitoring and early warning, fully consider all kinds of uncertain factors, introduce life-cycle theory into project investment monitoring and control, formulate corresponding monitoring system, and put forward a targeted investment monitoring and warning model. In order to realize the control and optimization of project investment, realize the overall planning of engineering project in the process of power grid engineering construction, reasonable layout, and avoid risks scientifically. In this paper, based on the life-cycle theory of power grid project investment monitoring, firstly, the investment monitoring indicators of each stage are sorted out in detail. On this basis, an early warning model of power grid project investment monitoring and control is established. Then introduce a provincial grid company case to do practical analysis. Finally, according to the lifetime characteristics of grid project investment, the investment control and optimization strategies are proposed.
