220千伏定鼎變電站項(xiàng)目質(zhì)量管理研究

【摘要】:進(jìn)入新世紀(jì)以來,電網(wǎng)在經(jīng)濟(jì)社會(huì)發(fā)展中的作用越來越重要。電網(wǎng)工程質(zhì)量的好壞,不僅關(guān)系到項(xiàng)目建設(shè)的成本高低,更關(guān)系到人民的生命和財(cái)產(chǎn)安全。在電力工程中,變電站建設(shè)項(xiàng)目是最為典型的,其工藝特殊,生產(chǎn)環(huán)節(jié)復(fù)雜,項(xiàng)目參與方眾多,因此影響用建立項(xiàng)目質(zhì)量好壞的因素很多。無論從效果上來說還是從成本來說,提高施工質(zhì)量管理水平才能夠保證更高的變電站項(xiàng)目質(zhì)量。這直接關(guān)系到整個(gè)電網(wǎng)和終端的安全,所以變電站項(xiàng)目對(duì)質(zhì)量要求尤其嚴(yán)苛。因此本文研究的變電站施工企業(yè)如何結(jié)合自身特點(diǎn)和項(xiàng)目要素,提高自身項(xiàng)目質(zhì)量管理水平,改進(jìn)質(zhì)量管理問題,從而提升項(xiàng)目質(zhì)量水平,是十分必要的研究課題。本文系統(tǒng)地研究了項(xiàng)目質(zhì)量管理和變電站項(xiàng)目質(zhì)量管理的理論體系。從第三章開始,本文以220千伏定鼎變電站項(xiàng)目為實(shí)際案例,結(jié)合質(zhì)量管理體系的相關(guān)理論,對(duì)該項(xiàng)目進(jìn)行細(xì)致分析。通過研究220千伏定鼎變電站項(xiàng)目質(zhì)量管理的各方面工作情況與特點(diǎn),本文認(rèn)為一是在220千伏定鼎變電站項(xiàng)目的質(zhì)量管理工作體現(xiàn)在三個(gè)方面,即目標(biāo)的策劃、細(xì)化和實(shí)現(xiàn);二是質(zhì)量管理工作貫穿于項(xiàng)目策劃、控制和質(zhì)量保證三方面,項(xiàng)目的質(zhì)量管理要在質(zhì)量策劃、控制和保證整體推進(jìn)的基礎(chǔ)上,將項(xiàng)目各階段工作有效聯(lián)系,共同推進(jìn)項(xiàng)目質(zhì)量目標(biāo)的實(shí)現(xiàn);三是變電站項(xiàng)目專業(yè)性強(qiáng)、涉及面廣,質(zhì)量影響因素眾多、關(guān)系復(fù)雜,因此變電站項(xiàng)目質(zhì)量管理工作應(yīng)該因地制宜,結(jié)合項(xiàng)目實(shí)際情況來制定科學(xué)、合理、完善的質(zhì)量管理工作制度和措施,從而使質(zhì)量管理工作計(jì)劃更能有效落實(shí),質(zhì)量目標(biāo)更能真正實(shí)現(xiàn)。第五章是本文的核心,該部分運(yùn)用了模糊綜合評(píng)價(jià)法對(duì)220千伏定鼎變電站項(xiàng)目質(zhì)量管理進(jìn)行了分析,并在研究了項(xiàng)目實(shí)際情況和評(píng)價(jià)結(jié)論基礎(chǔ)上,整理歸納和分析了220千伏定鼎變電站項(xiàng)目質(zhì)量管理的問題所在,最后提出了具有較強(qiáng)針對(duì)性和可操作性的改良方案。在第六章本文的研究成果部分,主要?dú)w納了本文結(jié)論的四個(gè)方面:一是在220千伏定鼎變電站項(xiàng)目的質(zhì)量管理工作體現(xiàn)在三個(gè)互相聯(lián)系、互相影響的三個(gè)方面,即目標(biāo)的策劃、細(xì)化和實(shí)現(xiàn),這三個(gè)環(huán)節(jié)直接決定了項(xiàng)目質(zhì)量水平的高低;二是質(zhì)量管理工作貫穿于項(xiàng)目策劃、控制和質(zhì)量保證三方面,220千伏定鼎變電站項(xiàng)目質(zhì)量管理從項(xiàng)目策劃階段就產(chǎn)生,項(xiàng)目質(zhì)量控制是實(shí)現(xiàn)質(zhì)量目標(biāo)的關(guān)鍵,同時(shí)也是實(shí)現(xiàn)質(zhì)量目標(biāo)的必由之路,質(zhì)量保證是整個(gè)項(xiàng)目質(zhì)量水平的關(guān)鍵保障手段,在項(xiàng)目施工建設(shè)階段從項(xiàng)目質(zhì)量策劃和控制角度,對(duì)項(xiàng)目質(zhì)量進(jìn)行同步、有效的監(jiān)督,是項(xiàng)目管理工作成果的最后檢驗(yàn);三是變電站項(xiàng)目專業(yè)性強(qiáng)、涉及面廣,質(zhì)量影響因素眾多、關(guān)系復(fù)雜,因此變電站項(xiàng)目質(zhì)量管理工作應(yīng)該因地制宜,結(jié)合項(xiàng)目實(shí)際情況來制定質(zhì)量管理的制度和措施;四是受科技的發(fā)展、社會(huì)的進(jìn)步,和質(zhì)量管理體系的深入影響,項(xiàng)目質(zhì)量管理逐漸被視為工程項(xiàng)目越來越重要的部分,變電站項(xiàng)目的質(zhì)量水平不僅關(guān)系企業(yè)自身的長遠(yuǎn)發(fā)展,更直接影響到電力資源安全和人們生活生產(chǎn)的正常進(jìn)行。本文不僅對(duì)220千伏定鼎變電站項(xiàng)目的質(zhì)量管理做出了嘗試性改進(jìn),同時(shí)也對(duì)其他的變電站項(xiàng)目質(zhì)量管理具有一定的借鑒意義。
[Abstract]:Since the new century, the power grid plays a more and more important role in the economic and social development. The quality of the power grid is not only related to the cost of the project construction, but also related to the people's life and property safety. In the power engineering, the substation construction project is the most typical, its process is special, the production link is complex, and the project participates in the project. There are many sides, so there are many factors affecting the quality of the project. In terms of the effect and from the cost, the improvement of the quality of the construction quality can guarantee the higher quality of the substation project. This is directly related to the safety of the whole power grid and terminal, so the substation project is especially strict with the quality requirements. It is a very necessary research topic on how to improve the quality management of the project, improve the quality management and improve the quality of the project. This paper systematically studies the theory system of project quality management and the quality management of substation project in third chapters. At the beginning, this article takes the 220 thousand volt Ding Ding substation project as the actual case, combined with the related theories of the quality management system, and makes a detailed analysis of the project. Through the study of the work situation and characteristics of the quality management of the 220 thousand volt Ding Ding substation project, this paper thinks that the quality management work of the 220 thousand volt Ding Ding substation project is reflected in the quality management work. Three aspects, namely, the planning, refinement and Realization of the target; the two is that quality management runs through the project planning, control and quality assurance in three aspects. The quality management of the project should be based on the quality planning, control and guarantee of the overall promotion of the project, to effectively link the work of the project at all stages, and to jointly promote the realization of the project quality objectives; three is the substation. The quality management work of the project should be more effective and effective, so that the quality management work plan can be more effectively implemented and the quality goal can be truly realized. The fifth chapter is the core of this article. This part uses the fuzzy comprehensive evaluation method to analyze the quality management of the 220 thousand volt Ding Ding substation project, and on the basis of the study of the actual situation and the evaluation conclusion, collate and analyze the problem of the quality management of the 220 thousand volt Ding Ding substation project, and finally put forward that it is strong. In the sixth chapter, the four aspects of the conclusion are summarized: first, the quality management of the project in the 220 thousand volt Ding Ding substation is embodied in the three interrelated and three aspects of mutual influence, namely, the planning, refinement and implementation of the target target, and the three links are directly decided. The quality level of the project is determined. The two is that quality management runs through the project planning, control and quality assurance in three aspects. The quality management of the 220 thousand volt Ding Ding substation is produced from the project planning stage. The quality control of the project is the key to the realization of the quality goal, and the only way to achieve the quality goal, and the quality assurance is the whole process. The key guarantee means of the quality level of the project. In the construction phase of the project, from the point of view of project quality planning and control, the quality of the project is synchronized and effective supervision is the final inspection of the results of the project management. Three, the substation project is highly specialized and involves a wide range of factors and complex relations, so the substation item is very complicated. The quality management work should be adapted to local conditions and combine the actual situation of the project to establish the system and measures of quality management. Four is the development of science and technology, the progress of the society, and the deep influence of the quality management system. The quality management of the project is gradually regarded as a more and more important part of the project, and the quality level of the substation project is not only related to the enterprise. The long-term development of the industry has a direct impact on the safety of power resources and the normal conduct of people's living and production. This paper not only makes an attempt to improve the quality management of the 220 thousand volt Ding Ding substation project, but also has a certain reference significance to the quality management of other substations.
