【摘要】：2013~2014年為地方政府融資平臺(本文均簡稱"融資平臺")償債的高峰期,如何安全、平穩(wěn)地渡過這一時期成為地方政府關(guān)注的重點(diǎn)。使融資平臺平穩(wěn)度過償債高峰期,應(yīng)當(dāng)在拓寬融資渠道的基礎(chǔ)上,完善地方政府負(fù)債管理和對融資平臺的監(jiān)督管理工作,從而促進(jìn)政府職能轉(zhuǎn)變,達(dá)到地方政府與中央政府的財(cái)權(quán)與事權(quán)相匹配的目的。
[Abstract]:From 2013 to 2014, how to survive this period safely and smoothly has become the focus of attention of local governments for the peak period of debt service of local government financing platforms (abbreviated as "financing platforms"). In order to make the financing platform pass the peak period of debt service smoothly, we should perfect the local government debt management and the supervision and management of the financing platform on the basis of widening the financing channels, so as to promote the transformation of government functions and achieve the purpose of matching the financial and administrative rights of the local government and the central government.
