【摘要】：本文通過對國內(nèi)外市政債的形成機(jī)理、運(yùn)行機(jī)制、風(fēng)險管理與監(jiān)管的相關(guān)研究進(jìn)行梳理歸納,總結(jié)分析了財(cái)政分權(quán)較為成熟的西方國家在市政債管理實(shí)踐中的經(jīng)驗(yàn)。同時對中國的"準(zhǔn)市政債"市場所存在的問題及相對應(yīng)的監(jiān)管舉措進(jìn)行分析及梳理,以尋求中國市政債發(fā)展的理論與現(xiàn)實(shí)依據(jù)。在中國經(jīng)濟(jì)轉(zhuǎn)軌、社會轉(zhuǎn)型以及快速工業(yè)化和城鎮(zhèn)化發(fā)展的背景下,如何把市政債發(fā)行的風(fēng)險管理和監(jiān)管問題納入到財(cái)政金融體制改革、經(jīng)濟(jì)結(jié)構(gòu)調(diào)整和社會經(jīng)濟(jì)可持續(xù)發(fā)展這一框架中,需要在借鑒已有研究的基礎(chǔ)上進(jìn)行深入分析。
[Abstract]:In this paper, the formation mechanism, operation mechanism, risk management and supervision of municipal debt at home and abroad are summarized and summarized, and the experiences of western countries with mature fiscal decentralization in the practice of municipal debt management are summarized and analyzed. At the same time, this paper analyzes and combs the problems existing in China's "quasi-municipal debt" market and the corresponding regulatory measures in order to seek the theoretical and practical basis for the development of China's municipal debt. In the context of China's economic transition, social transformation and rapid industrialization and urbanization, how to integrate the risk management and supervision of municipal debt issuance into the reform of the financial and financial system, In the framework of economic structure adjustment and social and economic sustainable development, it is necessary to carry out in-depth analysis on the basis of reference of existing research.
