【摘要】：我國在20世紀80年代開始出現(xiàn)地方政府融資平臺,2008年面對國際金融危機國家出臺刺激經(jīng)濟計劃,地方政府融資平臺引起了人們的高度關注。為了對現(xiàn)階段地方政府融資平臺績效現(xiàn)實情況展開評價,文章嘗試組建了一套現(xiàn)實可行的地方政府融資平臺績效評價體系,通過建立政府融資平臺績效評價體系為政府融資平臺部門的發(fā)展提供科學建議。文章通過對國內外政府融資平臺和國內外績效評價的現(xiàn)實情況進行研究,經(jīng)過研究當前我國地方政府融資平臺發(fā)展面臨的問題,結合“4E”原則理論提出了地方政府融資平臺的發(fā)展目標,構建以地方政府融資平臺發(fā)展目標為戰(zhàn)略導向的地方政府融資平臺績效評價體系,最后確定從投入、過程、產(chǎn)出、影響四個方面對地方政府融資平臺績效開展考核評估,在確保實現(xiàn)政府融資平臺創(chuàng)建、投入、融資、償還為整體的最終目標基礎上,建立15個定性、定量重要績效指標和44個與之相關的一級指標,從時間和空間上全面覆蓋了政府融資平臺部門項目投資、融資、運用、償還的每個工作節(jié)點和時間節(jié)點。經(jīng)過開展調查問卷和邀請融資平臺機構學者的方式開展交流,選取長沙市作為分析案例,參考了長沙市政府融資平臺發(fā)展的具體現(xiàn)狀,組建長沙市政府融資平臺績效評價體系。文章采用層次分析法對每個重要績效指標以及相關的一級指標進行權重分析,從而對地方政府融資平臺績效進行綜合評價,組建適合我國國情的地方政府融資平臺績效評價體系。地方政府融資平臺績效評價體系的建立有利于創(chuàng)建科學、規(guī)范的政府融資平臺治理工作體系,健全政府融資平臺工作運作機制；有利于政府全天候動態(tài)的了解政府資源分配狀況,規(guī)范政府融資和債務治理工作,避免政府債務風險；有利于擴大政府融資平臺機構發(fā)展規(guī)模,推動地方政府融資平臺機構的進步。
[Abstract]:In the 1980s, local government financing platform began to appear in our country. In 2008, in the face of the international financial crisis, the local government financing platform has attracted people's attention. In order to evaluate the actual performance of local government financing platform, this paper tries to set up a set of realistic and feasible performance evaluation system of local government financing platform. Through the establishment of government financing platform performance evaluation system for the development of government financing platform sector to provide scientific advice. Through the research of domestic and foreign government financing platform and the actual situation of domestic and foreign performance evaluation, this paper studies the problems facing the development of local government financing platform in our country. Combined with the "4e" principle theory, this paper puts forward the development goal of the local government financing platform, constructs the performance evaluation system of the local government financing platform based on the development goal of the local government financing platform, and finally determines the input, process and output of the local government financing platform. On the basis of ensuring the establishment, investment, financing and repayment of the local government financing platform as a whole, the paper establishes 15 qualitative analysis methods to evaluate the performance of the local government financing platform in the following four aspects: the evaluation and evaluation of the performance of the local government financing platform. Quantitative key performance indicators and 44 related first-level indicators cover each work node and time node of government financing platform sector project investment, financing, application and repayment in time and space. Based on the questionnaire and the way of inviting scholars of financing platform, Changsha City is selected as an analysis case, and the performance evaluation system of Changsha government financing platform is set up with reference to the current situation of the development of Changsha government financing platform. In this paper, the analytic hierarchy process is used to analyze the weight of each important performance index and related first-level index, so as to evaluate the performance of local government financing platform. Set up the local government financing platform performance evaluation system suitable for China's national conditions. The establishment of the performance evaluation system of the local government financing platform is conducive to the establishment of a scientific and standardized governance system of the government financing platform and the improvement of the operating mechanism of the government financing platform; It is beneficial for the government to dynamically understand the distribution of government resources, standardize the work of government financing and debt management, avoid government debt risk, and expand the scale of development of government financing platform institutions. Promote the progress of local government financing platform institutions.
