【摘要】：隨著環(huán)境與能源問題的日益突出，世界各國在減少溫室氣體排放領(lǐng)域展開了廣泛的合作，近年來，碳金融作為一種運(yùn)用經(jīng)濟(jì)手段緩解環(huán)境問題的方法蓬勃發(fā)展起來。歐盟排放交易體系(EUETS)、歐洲氣候交易所(ECX)、美國芝加哥氣候交易所(CCX)等碳排放權(quán)交易體系與交易市場逐漸成熟，在國際碳金融體系中搶占了先機(jī)。 目前我國已成為全球溫室氣體排放量最大的國家，是碳信用最大的供應(yīng)國，通過清潔發(fā)展機(jī)制，我國碳交易及其衍生品市場的發(fā)展前景非常廣闊，但我國的碳金融市場仍處于起步階段。 有鑒于此，本文一方面闡述了碳金融的經(jīng)濟(jì)學(xué)基礎(chǔ)——科斯定理，對(duì)碳排放權(quán)初始分配的類型、優(yōu)劣進(jìn)行了分析，，并把Black-Scholes期權(quán)定價(jià)模型應(yīng)用到碳排放權(quán)的定價(jià)中；另一方面對(duì)國內(nèi)外碳金融市場的法律環(huán)境、交易狀況、碳金融交易市場、金融機(jī)構(gòu)的碳金融業(yè)務(wù)、碳基金5個(gè)方面進(jìn)行比較，并在這基礎(chǔ)上總結(jié)當(dāng)前國際碳金融市場存在的問題與我國碳金融發(fā)展的瓶頸，從而提出解決的對(duì)策及我國發(fā)展碳金融體系“三步走”的布局建議。
[Abstract]:With the increasingly prominent problem of environment and energy, countries all over the world have carried out extensive cooperation in the field of reducing greenhouse gas emissions. In recent years, carbon finance, as a method of using economic means to alleviate environmental problems, has flourished. European emissions trading system (EUETS), European Climate Exchange (ECX), Chicago Climate Exchange (CCX) and other carbon emission trading systems and trading markets have gradually matured, taking the lead in the international carbon finance system. At present, China has become the largest greenhouse gas emission country in the world and the largest supplier of carbon credit. Through the clean development mechanism, the development prospects of China's carbon trading and derivatives markets are very broad. However, China's carbon financial market is still in its infancy. In view of this, on the one hand, this paper expounds the economic foundation of carbon finance-Coase Theorem, analyzes the types of initial allocation of carbon emission rights, and applies the Black-Scholes option pricing model to the pricing of carbon emission rights. On the other hand, it compares the legal environment, trading situation, carbon finance trading market, carbon finance business of financial institutions and carbon fund of domestic and foreign carbon finance market. On this basis, the problems existing in the current international carbon finance market and the bottleneck of the development of carbon finance in China are summarized, and the countermeasures and the layout suggestions of "three steps" for the development of the carbon finance system in China are put forward.
