【摘要】：在我國金融機構貸款規(guī)模收緊、項目投資收益有限、地方政府土地財政模式受到遏制以及舉新債償舊債壓力倍增的背景下,地方政府探索新的投融資模式、緩解地方債壓力成為當務之急。本文梳理了國內有關地方債的研究成果,介紹了我國地方債的基本情況,分析其可持續(xù)發(fā)展的隱患,在總結和借鑒澳大利亞地方政府融資經驗的基礎上,提出了探索發(fā)展市政債券市場和創(chuàng)新地方政府融資模式的建議。
[Abstract]:Under the background that the loan scale of our country's financial institutions is tightened, the project investment income is limited, the local government's land finance model is restrained, and the pressure of using the new debt to repay the old debt is multiplying, the local government explores the new investment and financing mode. Easing the pressure on local debt has become a top priority. This paper reviews the domestic research results on local debt, introduces the basic situation of local debt in China, analyzes the hidden dangers of its sustainable development, summarizes and draws lessons from the experience of local government financing in Australia. Some suggestions are put forward to explore the development of municipal bond market and to innovate the financing mode of local government.
