【摘要】：資本市場(chǎng)的多層次通常體現(xiàn)在上市公司規(guī)模、市場(chǎng)監(jiān)督力度、投資風(fēng)險(xiǎn)大小等方面。一個(gè)完整而且成熟的資本市場(chǎng)應(yīng)當(dāng)同時(shí)為大、中、小型企業(yè)提供融資平臺(tái)和股份交易服務(wù)，在市場(chǎng)規(guī)模上則體現(xiàn)為“金字塔”結(jié)構(gòu)，且各層市場(chǎng)之間相輔相成，互相補(bǔ)充，通過一種良性的互動(dòng)滿足不同市場(chǎng)主體多層次的需求。而新疆資本市場(chǎng)是我國(guó)多層次資本市場(chǎng)的有機(jī)組成，在國(guó)家相關(guān)部門的部署安排和引導(dǎo)下，新疆通過各方面力量的努力，其資本市場(chǎng)有了迅速健康的發(fā)展，對(duì)新疆經(jīng)濟(jì)持續(xù)穩(wěn)定的發(fā)展，改善民生建設(shè)以及維護(hù)社會(huì)穩(wěn)定發(fā)揮了極大的推動(dòng)作用。然而這一作用在今后新疆經(jīng)濟(jì)社會(huì)跨越式發(fā)展和長(zhǎng)治久安中更加重要。因此，完善新疆地區(qū)資本市場(chǎng)的層次結(jié)構(gòu)，成為新疆資本市場(chǎng)發(fā)展當(dāng)前面臨的一項(xiàng)緊迫任務(wù)。 文章首先闡述了多層次資本市場(chǎng)的涵義及其發(fā)展的必要性，同時(shí)也歸納了資本市場(chǎng)與區(qū)域經(jīng)濟(jì)增長(zhǎng)相關(guān)的理論。接著描述了新疆目前的經(jīng)濟(jì)發(fā)展?fàn)顩r以及新疆地區(qū)多層次資本市場(chǎng)體系現(xiàn)狀，，闡明新疆經(jīng)濟(jì)的跨越式發(fā)展需要新疆資本市場(chǎng)的大力支持。然后通過企業(yè)資本結(jié)構(gòu)和資本空間流動(dòng)兩種視角分析新疆地區(qū)資本市場(chǎng)存在的問題。最后，根據(jù)相應(yīng)的問題，以及應(yīng)對(duì)新疆經(jīng)濟(jì)跨越式發(fā)展的需求，提出完善新疆地區(qū)多層次資本市場(chǎng)的相關(guān)對(duì)策建議。
[Abstract]:The multi-level capital market is usually reflected in the scale of listed companies, market supervision, investment risk and so on. A complete and mature capital market should be both large, medium and small, providing financing platforms and share trading services, and in terms of market size as a "pyramid" structure, and complementary among the various layers of markets, Through a benign interaction to meet the multi-level needs of different market players. Xinjiang's capital market is an organic component of our country's multi-level capital market. Under the arrangement and guidance of the relevant state departments, Xinjiang's capital market has developed rapidly and healthily through the efforts of various forces. It has played a great role in promoting Xinjiang's sustained and stable economic development, improving people's livelihood and maintaining social stability. However, this role is more important in the future economic and social leapfrog development and long-term stability in Xinjiang. Therefore, it is an urgent task to perfect the hierarchical structure of capital market in Xinjiang. This paper first expounds the meaning of multi-level capital market and the necessity of its development, and at the same time sums up the relevant theories of capital market and regional economic growth. Then it describes the current situation of Xinjiang's economic development and the present situation of multi-level capital market system in Xinjiang region, and clarifies that the leapfrog development of Xinjiang's economy needs the vigorous support of Xinjiang's capital market. Then the problems of capital market in Xinjiang are analyzed from the perspectives of enterprise capital structure and capital spatial flow. Finally, according to the corresponding problems and the needs of Xinjiang's economic development by leaps and bounds, the paper puts forward the relevant countermeasures and suggestions to perfect the multi-level capital market in Xinjiang.
