【摘要】：2014年4月份先后發(fā)布的《2014年財政預算報告》及《預算法草案》三審稿,最終賦予了地方政府適度發(fā)債的權(quán)限,地方政府債券即將推出。報告指出,將建立地方政府信用評級制度,作為地方政府債券發(fā)行的防火墻。對此各方賦予各種期待,希望通過該制度實現(xiàn)兩方面目標:第一,服務于中央政府對于地方政府發(fā)債的限額控制與考核問責;第二,服務于市場對于地方政府債券的風險識別與價格確定。本文分析了我國推出地方政府債券可能面對的困境以及現(xiàn)行地方政府信用評級制度存在的問題,并提出了制定明確的地方政府信息披露制度、建立兩套并行的地方政府信用評級制度、逐步實現(xiàn)融資平臺與隱性擔保的退出以及改變市場主體級別競爭的成本與收益等建議。
[Abstract]:Three reviews of the 2014 Budget report and the draft Budget Law issued in April 2014 finally gave local governments the authority to issue bonds moderately, and local government bonds will soon be launched. The report says a local government credit rating system will be established as a firewall for local government bond issuance. In this regard, all parties are expected to achieve two objectives through the system: first, to serve the central government's quota control and assessment of bond issuance by local governments; and second, Serving the market risk identification and pricing of local government bonds. This paper analyzes the difficulties that China may face in launching local government bonds and the problems existing in the current local government credit rating system, and puts forward a clear local government information disclosure system. Two sets of parallel local government credit rating systems are established to gradually realize the exit of financing platform and implicit guarantee and to change the cost and benefit of market main level competition.
