【摘要】：為應(yīng)對(duì)金融危機(jī)給我國社會(huì)經(jīng)濟(jì)發(fā)展帶來的巨大沖擊,地方政府加大了項(xiàng)目的投資。在高政績、高速發(fā)展理念指導(dǎo)下地方政府毫無限制地舉債,導(dǎo)致地方政府面臨債務(wù)危機(jī)。本文分析了我國地方政府財(cái)政現(xiàn)狀及存在的問題,采用實(shí)證研究方法設(shè)計(jì)并分析了地方政府最優(yōu)財(cái)政債務(wù)資金結(jié)構(gòu)的決策模型,并根據(jù)模型研究結(jié)論提出了應(yīng)對(duì)地方政府債務(wù)風(fēng)險(xiǎn)的對(duì)策和建議。
[Abstract]:In order to cope with the huge impact of the financial crisis on the social and economic development of our country, the local government has increased the investment of the project. Under the guidance of high performance and high-speed development concept, the local government borrows debt without restriction, which results in the local government facing debt crisis. This paper analyzes the present situation and existing problems of local government finance in China, designs and analyzes the decision-making model of the optimal financial debt structure of local government by using the empirical research method. The countermeasures and suggestions to deal with the debt risk of local government are put forward according to the conclusion of the model.
