【摘要】：公共債務(wù)問題一直是經(jīng)濟(jì)學(xué)研究的重要問題。國際金融危機(jī)之后,歐元區(qū)陷入主權(quán)債務(wù)危機(jī),美國面臨"財(cái)政懸崖",日本以及英國等發(fā)達(dá)經(jīng)濟(jì)體也相繼暴露出公共債務(wù)風(fēng)險(xiǎn),這一系列的重要現(xiàn)實(shí)問題將促使學(xué)術(shù)界對公共債務(wù)問題進(jìn)行更深入的研究。本文首先對當(dāng)前學(xué)術(shù)界普遍存在的概念混淆進(jìn)行了辨析,然后從公共債務(wù)擴(kuò)張的機(jī)理、產(chǎn)生的宏觀效應(yīng)等角度對關(guān)于公共債務(wù)的研究現(xiàn)狀進(jìn)行了梳理。本文最后指出,關(guān)于公共債務(wù)擴(kuò)張的機(jī)理分析還需要結(jié)合馬克思主義經(jīng)濟(jì)學(xué)和主流宏觀經(jīng)濟(jì)理論從新自由主義的角度進(jìn)行考察。而對于如何約束公共債務(wù),則需要反思政府財(cái)政職能以及如何建立合理而有效的財(cái)政赤字觀。
[Abstract]:The problem of public debt has always been an important issue in economic research. After the international financial crisis, the euro zone fell into a sovereign debt crisis, the United States faced a "fiscal cliff," and developed economies, such as Japan and Britain, also exposed public debt risks one after another. This series of important practical problems will promote the academic research on public debt. This paper first analyzes the concept confusion that exists in the academic circles at present, and then combs the present research situation of public debt from the perspective of the mechanism of public debt expansion and the macro effects. Finally, it is pointed out that the mechanism of public debt expansion should be studied from the perspective of neoliberalism in combination with Marxist economics and mainstream macroeconomic theory. As to how to restrain public debt, it is necessary to reflect on the function of government finance and how to establish a reasonable and effective view of fiscal deficit.
