【摘要】：朝陽市地處遼寧省西部,作為農(nóng)業(yè)大市,目前鄉(xiāng)鎮(zhèn)債務問題已經(jīng)成為制約朝陽市農(nóng)村經(jīng)濟發(fā)展的重要障礙,因此,研究朝陽市鄉(xiāng)鎮(zhèn)債務問題具有重要意義。本文研究的主要內(nèi)容包括朝陽市鄉(xiāng)鎮(zhèn)債務的現(xiàn)狀及問題、問題產(chǎn)生的原因、化解鄉(xiāng)鎮(zhèn)債務問題的對策等。首先,在國內(nèi)外相關政府負債理論的基礎上,對鄉(xiāng)鎮(zhèn)債務的概念、類型等進行了界定,同時對本文研究所涉及的公共產(chǎn)品理論、財政分權(quán)理論進行了概述,為論文的后續(xù)研究奠定了扎實的理論基礎。其次,對朝陽市鄉(xiāng)鎮(zhèn)債務產(chǎn)生的歷史路徑進行了梳理,把鄉(xiāng)鎮(zhèn)債務置于一定的歷史環(huán)境下進行考察,進而通過大量詳實的數(shù)據(jù)分析目前朝陽市鄉(xiāng)鎮(zhèn)債務的現(xiàn)狀及存在的問題,找出問題產(chǎn)生的原因。在研究中發(fā)現(xiàn),稅費改革對朝陽市鄉(xiāng)鎮(zhèn)債務的產(chǎn)生具有重大影響,再加之本地經(jīng)濟基礎薄弱、自有財力不足、鄉(xiāng)鎮(zhèn)領導干部行為短期化等原因產(chǎn)生了大量鄉(xiāng)鎮(zhèn)債務。最后在系統(tǒng)分析債務產(chǎn)生原因的基礎之上提出了化解朝陽市鄉(xiāng)鎮(zhèn)債務的建議對策。第一,大力發(fā)展經(jīng)濟,培植財源,鄉(xiāng)鎮(zhèn)經(jīng)濟的發(fā)展是化解鄉(xiāng)鎮(zhèn)債務最根本的措施。第二,完善鄉(xiāng)鎮(zhèn)財政監(jiān)管體系,構(gòu)建鄉(xiāng)鎮(zhèn)債務預警系統(tǒng)。比如可以通過推進綜合預算,來防范和化解鄉(xiāng)鎮(zhèn)債務。第三,建立科學規(guī)范的轉(zhuǎn)移支付制度,確定合理的轉(zhuǎn)移支付規(guī)模,優(yōu)化財政轉(zhuǎn)移支付的結(jié)構(gòu),提高轉(zhuǎn)移支付資金的使用效率,對朝陽市這種較落后地區(qū)可以給予適當?shù)馁Y金傾斜。第四,按照一級事權(quán)、一級財權(quán)的原則,合理劃分鄉(xiāng)鎮(zhèn)財政的收支范圍,避免因事權(quán)財權(quán)錯位而產(chǎn)生大量鄉(xiāng)鎮(zhèn)債務。
[Abstract]:Chaoyang City is located in the west of Liaoning Province. As a big agricultural city, the township debt problem has become an important obstacle to restrict the rural economic development of Chaoyang City at present. Therefore, it is of great significance to study the township debt problem in Chaoyang City.The main contents of this paper include the present situation and problems of township debt in Chaoyang City, the causes of the problems, and the countermeasures to solve the debt problems of villages and towns.First of all, on the basis of the related government debt theory at home and abroad, this paper defines the concept and type of township debt, and summarizes the theory of public goods and fiscal decentralization.It lays a solid theoretical foundation for the follow-up research of the thesis.Secondly, the paper combs the historical path of the township debt in Chaoyang city, puts the township debt under a certain historical environment to investigate, and then analyzes the present situation and existing problems of the township debt in Chaoyang through a large number of detailed and detailed data.Find out the cause of the problem.In the study, it is found that the tax and fee reform has a significant impact on the emergence of township debt in Chaoyang city. In addition, the local economic base is weak, the own financial resources are insufficient, and the behavior of the township leading cadres has caused a large number of township debt.Finally, on the basis of systematic analysis of the causes of debt, the paper puts forward some countermeasures to resolve the debt in Chaoyang.First, vigorously develop the economy, cultivate financial resources, the development of township economy is the most fundamental measures to resolve township debt.Second, improve the township financial supervision system and build a township debt warning system.For example, we can push forward the comprehensive budget to prevent and resolve township debt.Third, establish a scientific and standardized transfer payment system, determine a reasonable scale of transfer payment, optimize the structure of financial transfer payment, and improve the efficiency of the use of transfer payment funds.This relatively backward area of Chaoyang City can be given appropriate capital tilt.Fourthly, according to the principle of the first class power and the first class financial power, we should reasonably divide the income and expenditure range of the township finance, and avoid producing a large amount of township debt because of the mismatch of the financial power.
