【摘要】：地方債置換是財(cái)政部為支持地方經(jīng)濟(jì)發(fā)展和調(diào)整產(chǎn)業(yè)結(jié)構(gòu)推出的一項(xiàng)重要舉措,對(duì)我國(guó)地方債務(wù)處置以及地方債發(fā)行產(chǎn)生重大影響。但在地方債置換中非市場(chǎng)因素導(dǎo)致地方債收益率與利率市場(chǎng)化定價(jià)要求不符,在一定程度上影響了置換工作的推進(jìn)。我國(guó)地方債的置換應(yīng)該以利率市場(chǎng)化為抓手,理順地方債置換中的收益率與同期國(guó)債收益率的關(guān)系。否則,現(xiàn)行的置換辦法很難達(dá)到減輕地方政府債務(wù)負(fù)擔(dān)的目的,同時(shí)也給銀行機(jī)構(gòu)帶來(lái)較大壓力。
[Abstract]:The replacement of local debt is an important measure put forward by the Ministry of Finance to support the development of local economy and adjust the industrial structure. It has a great influence on the local debt disposal and local bond issuance, but the non-market factors in the local bond replacement lead to the local bond yield not in accordance with the interest rate market-oriented pricing requirements. To some extent, the replacement of local bonds in China should focus on the marketization of interest rate and straighten out the relationship between the rate of return in the replacement of local bonds and the yield of treasury bonds in the same period. The current replacement system is difficult to reduce the debt burden of local governments, but also put pressure on banking institutions.

【正文快照】： 2014年9月,中央政府推出《關(guān)于加強(qiáng)地方政府性債務(wù)管理的意見(jiàn)》(簡(jiǎn)稱《意見(jiàn)》),提出了“積極降低(地方政府)存量債務(wù)利息負(fù)擔(dān)。對(duì)甄別后納入預(yù)算管理的地方政府存量債務(wù),各地區(qū)可申請(qǐng)發(fā)行地方政府債券置換,以降低利息負(fù)擔(dān),優(yōu)化期限結(jié)構(gòu),騰出更多資金用于重點(diǎn)項(xiàng)目建設(shè)”的指導(dǎo)
