【摘要】：政府引導(dǎo)基金以非盈利為目的政策性資金，引導(dǎo)基金的蓬勃發(fā)展至今不過十年，在帶動社會資本，發(fā)揮資金杠桿上扮演著重要角色，能夠較好地彌補中小企業(yè)和早中期投資的不足，引導(dǎo)產(chǎn)業(yè)投向，促進(jìn)產(chǎn)業(yè)發(fā)展。未來十年，部分政府引導(dǎo)基金逐步面臨設(shè)立到期，建立有效的政府引導(dǎo)基金績效評價體系有利于總結(jié)和檢驗引導(dǎo)基金近十年來發(fā)展的成果，也有利于促進(jìn)下一階段的引導(dǎo)基金運作。本文通過觀察過去十年間風(fēng)險投資領(lǐng)域的數(shù)據(jù)，得出風(fēng)險投資領(lǐng)域確實存在市場失靈的現(xiàn)象，如大多數(shù)資金傾向于投向發(fā)展期以及成熟期企業(yè)。因此，政府引導(dǎo)基金的作用突顯，引導(dǎo)基金被更多地賦予社會性的一面，如通過資金的引導(dǎo)，促進(jìn)當(dāng)?shù)禺a(chǎn)業(yè)的發(fā)展，，從而間接促進(jìn)稅收的提升，就業(yè)的增長。本文通過統(tǒng)計及調(diào)研國內(nèi)引導(dǎo)基金的發(fā)展?fàn)顩r以及面臨的若干問題，建立引導(dǎo)基金績效評價體系需要從公共財政的角度出發(fā)，建立多層次的評價體系。通過研究國外引導(dǎo)基金的績效評價結(jié)構(gòu)，借鑒了引導(dǎo)基金評價中的關(guān)鍵變量。最后，本文試圖建立一套符合本國實際情況的政府引導(dǎo)基金績效評價體系，并將該體系用于具體的引導(dǎo)基金評價中去。通過走訪引導(dǎo)基金監(jiān)管當(dāng)局，聯(lián)系創(chuàng)業(yè)投資機構(gòu)和企業(yè)，將理論研究的評價體系與實際調(diào)研相結(jié)合，得出被調(diào)研引導(dǎo)基金的績效評價結(jié)果為良好。本文的調(diào)研及整理，為今后政府引導(dǎo)基金績效評價提供了一定的借鑒意義。
[Abstract]:The government guides the fund to take the non-profit as the goal policy fund, guides the fund vigorous development to now only ten years, in drives the social capital, the exertion fund lever plays the important role. It can make up for the shortage of small and medium-sized enterprises and investment in the early and medium term, guide the industry direction and promote the development of industry. In the next decade, some governments will gradually face the establishment and expiration of the fund. The establishment of an effective performance evaluation system for government-led funds is conducive to summing up and testing the results of the development of the guiding funds in the past ten years. Through observing the data in the field of venture capital in the past ten years, it is concluded that there is a phenomenon of market failure in the field of venture capital. For example, most of the funds tend to invest in the development and maturity of enterprises. Therefore, the role of the government-led funds is highlighted, and the guiding funds are given more social aspects, such as through the guidance of funds. Promote the development of local industries, thus indirectly promote the tax increase, employment growth. This paper through statistics and research on the development of domestic funds and some problems faced. It is necessary to set up a multi-level evaluation system from the perspective of public finance to establish the performance evaluation system of the guiding fund. Finally, this paper tries to establish a set of government-led fund performance evaluation system in accordance with the actual situation of our country. And the system will be used in the specific guide fund evaluation. Through the visit to guide the fund regulatory authorities, contact venture capital institutions and enterprises, the theoretical research of the evaluation system and practical research combined. The research and arrangement of this paper provide a certain reference for the future performance evaluation of government-guided funds.
