【摘要】：以環(huán)境污染與政府規(guī)制為研究對象,通過文獻演繹法對現(xiàn)有文獻進行比較歸納,得出以下結(jié)論:(1)在衡量指標(biāo)上,大多數(shù)專家學(xué)者均采用CPI指標(biāo)、BI指標(biāo)、ICRG指標(biāo)等指標(biāo),比較單一,且主觀性比較強,易受各國的認(rèn)知程度及被調(diào)查者主觀判斷的影響。(2)大多數(shù)學(xué)者多數(shù)僅僅以SO2、CO2以及工業(yè)三廢等單一污染排放物排放量為指標(biāo)來衡量環(huán)境污染,缺乏環(huán)境污染指標(biāo)體系的構(gòu)建。(3)在研究方法上,大多數(shù)專家學(xué)者均采用單方程模型對該問題進行分析,僅有少數(shù)學(xué)者考慮到利用聯(lián)立方程考察收入、腐敗與環(huán)境污染的復(fù)雜聯(lián)系,但沒有深入研究不同收入水平下腐敗與環(huán)境關(guān)系的動態(tài)變化、腐敗對不同地區(qū)環(huán)境污染的定量評估等問題。為此,本文認(rèn)為基于異質(zhì)性理論構(gòu)建符合世界各國腐敗對環(huán)境污染影響指標(biāo)評價體系,如何構(gòu)建合理的整體性的環(huán)境污染指標(biāo)體系等問題成為全球研究的重點。針對我國特殊國情,特別是我國環(huán)境污染改善的結(jié)果很大程度上不是經(jīng)濟快速發(fā)展的造成的,形成了排污企業(yè)與政府環(huán)境保護執(zhí)行部門之間的惡性次優(yōu)博弈均衡。如何打破這個惡性的次優(yōu)博弈均衡成為未來有關(guān)環(huán)境污染問題研究的主要方向之一。
[Abstract]:Taking environmental pollution and government regulation as the research object, this paper compares and sums up the existing literature through the method of literature deduction, and draws the following conclusions: (1) in the measurement index, most experts and scholars use CPI index, BI index, ICRG index and other indicators, which are relatively single and subjective, and are vulnerable to the cognitive degree of various countries and the subjective judgment of the respondents. (2) most scholars only use SO2, as the influence of subjective judgment. CO2 and industrial waste and other single pollution emissions as indicators to measure environmental pollution, lack of environmental pollution index system construction. (3) in the research method, most experts and scholars use single equation model to analyze the problem, only a few scholars consider the use of simultaneous equation to investigate the complex relationship between income, corruption and environmental pollution. However, there is no in-depth study on the dynamic changes of the relationship between corruption and the environment under different income levels, and the quantitative assessment of corruption on environmental pollution in different regions. Therefore, based on the theory of heterogeneity, it is considered that the evaluation system of the impact of corruption on environmental pollution in the world is in line with the theory of heterogeneity, and how to construct a reasonable and integrated index system of environmental pollution has become the focus of global research. In view of the special national conditions of our country, especially the improvement of environmental pollution in our country, to a large extent, it is not caused by the rapid development of economy, which forms the vicious sub-optimal game equilibrium between sewage enterprises and government environmental protection enforcement departments. How to break this vicious suboptimal game equilibrium has become one of the main directions of environmental pollution research in the future.
