【摘要】：政府購買公共服務(wù)作為一種全新的公共服務(wù)供給模式,是適應(yīng)市場經(jīng)濟(jì)發(fā)展和政府機(jī)構(gòu)改革的政府管理體制的創(chuàng)新,在促使政府職能轉(zhuǎn)變、提高公共服務(wù)效率、降低公共服務(wù)成本、減輕財政負(fù)擔(dān)等方面都有著積極的意義,但不可否認(rèn),政府購買公共服務(wù)也存在著不可忽視的問題。本文通過分析墾利縣政府購買公共服務(wù)的主要做法和取得的成效,查找該縣在政府購買服務(wù)中存在的問題和缺陷,并分析問題的成因,提出解決該縣政府購買公共服務(wù)難題的對策建議。重點(diǎn)從基層政府管理的角度出發(fā),采用文獻(xiàn)研究法、比較法、實(shí)例分析法等探討該縣政府在購買服務(wù)的過程中如何扮演好購買者的角色,如何強(qiáng)化管理能力,將有助于提高研究成果的針對性和適用性。本文研究內(nèi)容共有六章。第一章是導(dǎo)論,論述了論文的研究背景和研究意義,國內(nèi)外研究現(xiàn)狀,研究方法和目標(biāo)。第二章是相關(guān)概念和理論基礎(chǔ)的闡述,敘述了本文中所提到的相關(guān)定義和分類以及所需的理論依據(jù)。第三章介紹了墾利縣政府購買公共服務(wù)的發(fā)展現(xiàn)狀,包括制度體系建設(shè)、項(xiàng)目實(shí)施情況、工作流程和實(shí)施效果。第四章指出了該縣政府購買服務(wù)中存在的主要難題,并對產(chǎn)生原因進(jìn)行了深入剖析。第五章結(jié)合當(dāng)?shù)貙?shí)際,提出了五方面有針對性的改進(jìn)意見。第六章是論文的結(jié)論。
[Abstract]:As a new mode of public service supply, government purchase of public service is an innovation of government management system adapted to the development of market economy and the reform of government institutions. It is of positive significance in promoting the transformation of government functions, improving the efficiency of public service, reducing the cost of public service, lightening the financial burden and so on. However, it is undeniable that there are also some problems that can not be ignored in the purchase of public service by the government. Based on the analysis of the main methods and achievements of Kenli county government in purchasing public services, this paper finds out the problems and defects existing in the purchase of public services by the county government, analyzes the causes of the problems, and puts forward some countermeasures and suggestions for solving the difficult problems in the purchase of public services by the county government. From the point of view of grass-roots government management, this paper discusses how to play a good role as buyer in the process of purchasing service by using literature research method, comparative method and case analysis method, and how to strengthen the management ability, which will help to improve the pertinence and applicability of the research results. There are six chapters in this paper. The first chapter is the introduction, which discusses the research background and significance of the paper, the research status at home and abroad, research methods and objectives. The second chapter is the description of the related concepts and theoretical basis, and describes the relevant definitions and classification mentioned in this paper, as well as the necessary theoretical basis. The third chapter introduces the development status of Kenli county government purchasing public services, including system construction, project implementation, work flow and implementation effect. The fourth chapter points out the main problems existing in the purchase of services by the county government, and makes a deep analysis of the causes. The fifth chapter combines the local reality, puts forward five aspects of targeted improvement suggestions. The sixth chapter is the conclusion of the paper.
