我國(guó)防災(zāi)減災(zāi)救災(zāi)綜合機(jī)制的設(shè)想

【摘要】：在"國(guó)際減災(zāi)十年"大背景下,我國(guó)"以防為主,防抗救結(jié)合"原則體現(xiàn)在"一案三制"防災(zāi)減災(zāi)體制構(gòu)建中。而我國(guó)應(yīng)對(duì)災(zāi)害風(fēng)險(xiǎn)轉(zhuǎn)變?yōu)暮p失的體系和減災(zāi)能力形成、運(yùn)行、保障和合作、配合、協(xié)調(diào)的防災(zāi)減災(zāi)救災(zāi)綜合機(jī)制,尚待形成。防災(zāi)減災(zāi)救災(zāi)綜合體制強(qiáng)調(diào)"在地化原則"基礎(chǔ)上,以"國(guó)家減災(zāi)委職能升位"為出發(fā)點(diǎn),以"合作協(xié)調(diào)職能論"為理論支持,以我國(guó)《災(zāi)害基本法》這一上位協(xié)調(diào)法頒行為目標(biāo),將"災(zāi)后反應(yīng)文化"向"災(zāi)害預(yù)防文化"轉(zhuǎn)化,解決"兩專沖突",實(shí)現(xiàn)"高風(fēng)險(xiǎn)社會(huì)"的"多元參與與合作共治"、"以人為本與標(biāo)本兼治"、"依法治理與剛?cè)岵?jì)"和"預(yù)防為先與動(dòng)態(tài)治理",進(jìn)一步推動(dòng)國(guó)家減災(zāi)能力的提升。
[Abstract]:Under the background of the International decade for disaster reduction, the principle of "taking prevention as the main factor and combining prevention and rescue" is embodied in the construction of "one case, three systems" disaster prevention and mitigation system. However, the comprehensive mechanism of disaster prevention, mitigation and relief has yet to be formed in order to form, operate, guarantee and cooperate, cooperate and coordinate the comprehensive mechanism of disaster prevention, mitigation and disaster relief to deal with disaster risk and change disaster reduction and disaster reduction ability in our country. The comprehensive system of disaster prevention and mitigation emphasizes that, on the basis of the principle of localization, taking the promotion of the functions of the State disaster reduction Commission as the starting point, taking the theory of cooperative coordination function as the theoretical support, and aiming at the promulgation of the basic Law of disasters in China, the "post-disaster response culture" should be transformed into the "disaster prevention culture", the "two special conflicts" should be resolved, and the "pluralistic participation and cooperative co-governance" of the "high-risk society" should be realized. "people-oriented and both symptoms and root causes", "governance according to law and strength and flexibility" and "prevention first and dynamic governance" further promote the promotion of national disaster reduction capacity.
