我國移動政務發(fā)展的若干問題研究

【摘要】:隨著我國經(jīng)濟快速發(fā)展,我國傳統(tǒng)的以電子政務和場地辦公的模式已經(jīng)不能滿足公眾越來越多的個性化需求和現(xiàn)實需求,移動政務作為一種新型模型應運而生,搭建了公民、企業(yè)和政府之間的平臺,在電子政務的基礎上打破地域的限制。我國正處于經(jīng)濟轉軌、社會轉型的特殊時期,每個人對移動政務的使用意向和接受存在較大的差別,如何抓住最主流的影響因素,實現(xiàn)移動政務的高接受度,對我國移動政務建設是一項極具挑戰(zhàn)的任務。本文旨在從以下幾方面對我國公眾接受移動政務的影響因素以及優(yōu)化建設進行研究,以期對移動政務深入人心,完善發(fā)展有所裨益,并對相關部門推進移動政務建設提供參考和依據(jù)。 (1)回顧和梳理移動政務的相關理論,在理論的基礎上構建公眾接受移動政務影響因素模型。首先對創(chuàng)新擴散理論、TAM技術接受理論、信任理論和無縫隙政府理論的內涵進行描述,在前三種理論的基礎上綜合選取了有代表性的7大要素,構成公眾接受移動政務影響因素模型,再對模型進行實踐檢驗,得出最終的6大影響因素,促進往后移動政務建設抓住關鍵點。 (2)簡要介紹我國移動政務幾十年來發(fā)展歷程和研究現(xiàn)狀,預測未來發(fā)展趨勢。分析我國發(fā)展中存在的問題主要有:主觀方面公眾和政府部門存在能力與認知上的偏差;客觀方面存在投入不足、管理不規(guī)范、存在安全隱患、缺少法律法規(guī)支持等現(xiàn)實問題。并且以北京市為例,分析了我國與世界領先國家的差距。 (3)借鑒移動政務發(fā)展處于世界領先地位的新加坡和英國的先進經(jīng)驗和做法,并且運用無縫隙政府理論,抓住影響公眾接受移動政務的關鍵性因素,提出優(yōu)化我國移動政務建設的對策,以期更好促進移動政務為社會公眾服務,實現(xiàn)服務型政府、無縫隙政府的構建。
[Abstract]:With the rapid development of economy in our country, the traditional mode of e-government and venue office in our country can not meet the more and more individualized needs and realistic needs of the public. Mobile government, as a new model, has built a platform between citizens, enterprises and the government to break the regional restrictions on the basis of e-government. China is in a special period of economic transition and social transformation. There is a great difference in everyone's intention and acceptance of mobile government. How to grasp the most mainstream influencing factors and realize the high acceptance of mobile government is a very challenging task for the construction of mobile government in our country. The purpose of this paper is to study the influencing factors and optimization construction of public acceptance of mobile government in China from the following aspects, in order to be deeply rooted in the hearts of mobile government, improve the development of mobile government, and provide reference and basis for the relevant departments to promote the construction of mobile government. The main contents are as follows: (1) Review and sort out the relevant theories of mobile government, and construct the model of influencing factors of public acceptance of mobile government on the basis of the theory. Firstly, the connotation of innovation diffusion theory, TAM technology acceptance theory, trust theory and seamless government theory is described. On the basis of the first three theories, seven representative elements are comprehensively selected to form the model of influencing factors of public acceptance of mobile government affairs, and then the model is tested in practice, and the final six influencing factors are obtained to promote the construction of mobile government affairs to grasp the key points. (2) this paper briefly introduces the development course and research status of mobile government in China in the past few decades, and forecasts the development trend in the future. This paper analyzes the main problems existing in the development of our country, such as the subjective deviation between the ability and cognition of the public and government departments, the lack of investment, the non-standard management, the hidden danger of safety, the lack of laws and regulations, and so on. Taking Beijing as an example, this paper analyzes the gap between China and the leading countries in the world. (3) draw lessons from the advanced experience and practice of Singapore and Britain, which are in the leading position in the world, and use the seamless government theory, grasp the key factors that affect the public to accept the mobile government, and put forward the countermeasures to optimize the construction of the mobile government in our country, in order to better promote the mobile government to serve the social public and realize the construction of the service-oriented government and seamless government.
