【摘要】：中國國家創(chuàng)新系統(tǒng)的結(jié)構(gòu)一直存在"創(chuàng)新孤島",本文應(yīng)用多源流理論與Dolowitz-Marsh政策移植模型,通過分析該政策的議程設(shè)置過程,從政策制定源頭查找問題的成因。通過解析問題溪流,明確政策移植的目的;通過梳理政治溪流,發(fā)現(xiàn)關(guān)鍵行為者;通過追溯政策溪流,探究政策移植的內(nèi)容、程度與來源。在此基礎(chǔ)上,試圖厘清促進多源流聚合并打開政策窗口的因素,發(fā)現(xiàn)政策移植在政策議程設(shè)置中的作用,以及該方式并未解決決策權(quán)碎片化與部門利益固化問題的缺陷。
[Abstract]:The structure of China's national innovation system has always been "isolated island of innovation". This paper applies multi-source theory and Dolowitz-Marsh policy transplantation model, analyzes the process of setting the agenda of the policy, and finds out the cause of the problem from the source of policy-making. Through the analysis of the problem stream, the purpose of policy transplantation is defined; the key actors are found by combing the political stream; by tracing back the policy stream, the content, degree and origin of the policy transplant are explored. On this basis, this paper attempts to clarify the factors that promote multi-source convergence and merger to open the policy window, and finds out the role of policy transplantation in setting the policy agenda, and this approach has not solved the shortcomings of the fragmentation of decision-making power and the consolidation of sectoral interests.
