淺析我國分級分類考錄公務(wù)員制度的建立和完善

【摘要】:公務(wù)員是我們黨和國家的重要行政資源。公務(wù)員隊(duì)伍整體素質(zhì)如何,直接影響著黨和國家的事業(yè)發(fā)展及前途命運(yùn)。而把好公務(wù)員入口關(guān)對提升公務(wù)員隊(duì)伍的整體素質(zhì)是至關(guān)重要的。當(dāng)前我國公務(wù)員錄用制度在“公平”層面已取得一定成就,但在“合理”層面仍有不少欠缺。近年來國家一直致力于建立和完善公務(wù)員錄用分級分類制度以提高公務(wù)員錄用考試的科學(xué)性,雖經(jīng)長期探索仍收效甚微。本文通過對中國古代選官制度中實(shí)行分科選官的朝代和當(dāng)代英美法三國公務(wù)員職位分類及相應(yīng)考試錄用制度進(jìn)行研究,試圖從古今中外的實(shí)踐經(jīng)驗(yàn)中提煉出適合中國國情的思路,以建立和完善公務(wù)員分級分類錄用制度。
[Abstract]:Civil servants are an important administrative resource for our party and our country. The overall quality of the civil service has a direct impact on the cause development and future destiny of the Party and the country. And a good entrance to the civil service is essential to improve the overall quality of the civil service. At present, the employment system of civil servants in our country has made some achievements in the "fair" level, but there are still many deficiencies in the "reasonable" level. In recent years, the state has been committed to the establishment and improvement of the civil service recruitment classification system in order to improve the scientific nature of the civil service examination, although the long-term exploration still has little effect. This paper makes a study on the classification of civil servants' positions and the corresponding examination and employment system in the three countries, namely, the dynasties and the contemporary British, American and French countries, which were divided into subjects and elected officials in the system of official selection in ancient China. In order to establish and perfect the civil servants' classification and employment system, the author tries to extract the ideas suitable for China's national conditions from the practical experience at home and abroad in ancient times and modern times.
