【摘要】：社會(huì)各領(lǐng)域的秩序與法治密切相關(guān),但其實(shí)踐卻取決于能否建立切實(shí)有效的負(fù)責(zé)制。關(guān)于政府責(zé)任的范圍,可以根據(jù)行政同政治、社會(huì)及社會(huì)與政治間關(guān)系,以及官僚制內(nèi)的各種安排等來確定。政府責(zé)任及問責(zé)制是某一國度內(nèi)的國家建構(gòu)并完善公共秩序的核心問題。在解決現(xiàn)實(shí)問題的思路上,必須強(qiáng)調(diào)"體制-機(jī)制-秩序"關(guān)系模式。因此,國家治理現(xiàn)代化的重心要放在公共問題上的體制和機(jī)制方面。而縣政在整個(gè)國家體系中的位置就是基層,其治理成效不僅具有整個(gè)國家治理的基礎(chǔ)性意義,而且與百姓的生活質(zhì)量息息相關(guān)。
[Abstract]:The order in all fields of society is closely related to the rule of law, but its practice depends on the establishment of an effective responsibility system. The scope of government responsibility can be determined on the basis of administrative and political, social and political relations, as well as various arrangements within bureaucracy. Government responsibility and accountability are the core issues in the construction and improvement of public order in a country. In order to solve the practical problems, we must emphasize the system-mechanism-order relationship model. Therefore, the focus of modernization of national governance should be on the system and mechanism of public issues. The position of county government in the whole national system is grass-roots, and its governance effect not only has the basic significance of the whole country governance, but also is closely related to the quality of life of the people.
