【摘要】：中國紅十字會作為我國最大的"官辦"非營利性組織,在我國經(jīng)濟發(fā)展的帶動下和社會文化發(fā)展的推動下,近二十年來,經(jīng)歷了一段快速發(fā)展的時期。特別是近年來中國紅十字會在自然災(zāi)害和突發(fā)事件的救災(zāi)救援過程中,應(yīng)急處理能力明顯提升,發(fā)揮的作用日益顯現(xiàn)。由于法律法規(guī)、體制機制等方面未能跟上紅十字會組織快速發(fā)展的步伐,籌資問題成為制約紅十字會組織存在與發(fā)展的關(guān)鍵性問題。該論文在運用文獻研究法、系統(tǒng)分析法、比較研究法等方法對國內(nèi)外籌資發(fā)展研究現(xiàn)狀進行梳理、分析的基礎(chǔ)上,結(jié)合巴彥淖爾市紅十字會組織自身籌資發(fā)展實際,從社會、經(jīng)濟、政策、法律法規(guī)等因素入手來詮釋巴彥淖爾市紅十字組織籌資發(fā)展現(xiàn)狀及運行模式,找到破解巴彥淖爾市紅十字組織乃至國內(nèi)地方紅十字會組織籌資發(fā)展的瓶頸,從而為國內(nèi)基層紅十字組織發(fā)展提供經(jīng)驗借鑒和理論支持。該論文針對存在的籌資困境,探究其籌資困境癥結(jié),提出改變籌資困境的對策。地方紅十字會作為我國紅十字系統(tǒng)中聯(lián)系基層群眾,實施各項具體政策的重要部門,具體研究其籌資機制創(chuàng)新,提煉有效的籌資體系,不僅合理規(guī)避了政府失靈和契約失靈導致的局限[1],而且為全國幾千個基層紅十字會的籌資工作提供了有益的借鑒和理論支持,為中國紅十字會事業(yè)今后的發(fā)展提供經(jīng)驗[3]。本課題從籌資實踐研究著手,通過對巴彥淖爾市紅十字會籌資進行系統(tǒng)分析,有利于建立指導實踐的科學機制,從而為紅十字會事業(yè)發(fā)展提供有效的理論支持。
[Abstract]:As the largest government-run non-profit organization in China, the Red Cross Society of China has experienced a period of rapid development in the past two decades, driven by economic development and social and cultural development. Especially in recent years, in the process of disaster relief and rescue of natural disasters and emergencies, the ability of emergency treatment has been obviously improved and the role played by the Red Cross Society of China has become more and more obvious. Due to the failure of laws, regulations and institutional mechanisms to keep pace with the rapid development of Red Cross organizations, the issue of financing has become a key problem restricting the existence and development of Red Cross organizations. This paper uses the methods of literature research, system analysis, comparative research and so on to sort out the present research situation of domestic and foreign fund-raising development, on the basis of analysis, combined with the reality of Bayannaoer Red Cross organization's self-financing development, from the society, Economic, policy, laws and regulations and other factors to interpret Bayannaoer Red Cross organization financing development status and operational mode, to find out how to solve the bottleneck of financing development of Bayannaoer Red Cross organization and even domestic local Red Cross organization. Thus provides the experience reference and the theoretical support for the domestic grass-roots Red Cross organization development. This paper aims at the existing financing dilemma, explores the crux of the financing dilemma, and puts forward the countermeasures to change the financing predicament. As an important department in the Red Cross system of our country, which connects the grass-roots people and implements various specific policies, the local Red Cross Society specifically studies the innovation of its financing mechanism and refines an effective financing system. It not only reasonably circumvents the limitation caused by government failure and contract failure [1], but also provides useful reference and theoretical support for the fund-raising work of thousands of grass-roots Red Cross societies in the country. To provide experience for the future development of the Red Cross Society of China [3]. This subject starts with the research of financing practice, through the systematic analysis of the financing of the Red Cross in Bayannur City, it is beneficial to establish a scientific mechanism to guide the practice, thus providing effective theoretical support for the development of the cause of the Red Cross.
