【摘要】：受國(guó)內(nèi)經(jīng)濟(jì)、政治和國(guó)外恐怖主義等多種因素的影響,我國(guó)目前正處于各種危機(jī)爆發(fā)的高發(fā)期,危機(jī)對(duì)我國(guó)的一般社會(huì)社會(huì)價(jià)值觀和行為準(zhǔn)則構(gòu)成了巨大的威脅,嚴(yán)重?cái)_亂了社會(huì)秩序。如何有效的應(yīng)對(duì)危機(jī),成了我國(guó)政府需要解決的最緊迫的問題。政府的危機(jī)管理在于對(duì)危機(jī)進(jìn)行有效的預(yù)防,避免危機(jī)的發(fā)生,或者對(duì)危機(jī)進(jìn)行有效的處理,削弱危機(jī)所帶來的影響。而危機(jī)管理的核心在于決策,因此,研究我國(guó)政府危機(jī)決策機(jī)制,提高我國(guó)政府的危機(jī)決策能力和決策水平對(duì)我國(guó)的危機(jī)管理工作來說具有重要的理論意義和現(xiàn)實(shí)價(jià)值。本研究以我國(guó)危機(jī)管理中政府決策問題為研究對(duì)象,共分為六個(gè)部分。第一部分:緒論。闡述研究的背景和意義,介紹了國(guó)內(nèi)外政府危機(jī)決策研究的成果等。第二部分:公共危機(jī)管理中的決策問題解析。從對(duì)危機(jī)及危機(jī)管理的內(nèi)容進(jìn)行分析,進(jìn)而闡述公共危機(jī)決策的含義及特點(diǎn),理論上探討危機(jī)管理的關(guān)鍵在于決策。結(jié)合案例分析探討了危機(jī)決策的四個(gè)原則,還著重介紹了兩種決策方法,并對(duì)這兩種決策方法加以對(duì)比分析。第三部分:結(jié)合案例描述我國(guó)危機(jī)決策的現(xiàn)狀,分析影響我國(guó)公共危機(jī)管理政府決策效能的影響因素。第四部分:通過對(duì)國(guó)外較為成功的公共危機(jī)決策制度的解析,來找出我國(guó)在公共危機(jī)決策方面的不足,為我國(guó)的危機(jī)決策體制的建設(shè)提供借鑒。第五部分:對(duì)提升我國(guó)政府危機(jī)決策提出合理化的建議。增強(qiáng)危機(jī)應(yīng)對(duì)的實(shí)效,消弱危機(jī)的破壞性,促進(jìn)社會(huì)的和諧發(fā)展。第六部分:結(jié)語。該章節(jié)對(duì)我國(guó)政府危機(jī)決策的現(xiàn)狀做了一個(gè)總結(jié)性的概括,指出目前我國(guó)政府危機(jī)決策機(jī)制的建設(shè)任重而道遠(yuǎn),并且也指出了本研究的不足之處,希望在今后的學(xué)習(xí)和工作中加以完善。
[Abstract]:Influenced by many factors such as domestic economy, politics and foreign terrorism, our country is currently in a period of high incidence of various crises, which pose a great threat to the general social values and codes of conduct of our country. The social order was seriously disturbed. How to deal with the crisis effectively has become the most urgent problem that our government needs to solve. The government's crisis management lies in the effective prevention of the crisis, the avoidance of the crisis, or the effective treatment of the crisis, weakening the impact of the crisis. The core of crisis management lies in decision-making. Therefore, it is of great theoretical significance and practical value to study the crisis decision-making mechanism of our government and to improve the ability and level of decision-making of our government for the work of crisis management in our country. This study focuses on the problem of government decision-making in crisis management in China, which is divided into six parts. Part one: introduction. This paper expounds the background and significance of the research, and introduces the achievements of government crisis decision-making at home and abroad. The second part: the analysis of the decision-making problem in the public crisis management. Based on the analysis of the content of crisis and crisis management, this paper expounds the meaning and characteristics of public crisis decision-making, and theoretically discusses that the key of crisis management lies in decision-making. This paper discusses four principles of crisis decision-making in combination with case analysis, and emphatically introduces two kinds of decision-making methods, and makes a comparative analysis of the two decision-making methods. The third part describes the current situation of crisis decision-making in China and analyzes the factors that influence the government's decision-making efficiency of public crisis management in China. The fourth part: through the analysis of foreign successful public crisis decision-making system, to find out our country's deficiency in public crisis decision-making, and to provide reference for the construction of our country's crisis decision-making system. The fifth part: to promote our country government crisis decision-making to put forward the rationalization suggestion. Strengthen the effectiveness of crisis response, weaken the destruction of the crisis, promote the harmonious development of society. Part VI: conclusion. This chapter summarizes the current situation of government crisis decision-making in our country, points out that the construction of government crisis decision-making mechanism in China has a long way to go, and also points out the shortcomings of this study. Hope in the future study and work to improve.
