【摘要】：20世紀(jì)90年代,國(guó)家針對(duì)邊疆地區(qū)實(shí)施的"興邊富民"行動(dòng)雖然取得了顯著成就,但是隨著綜合國(guó)力的提升、國(guó)家發(fā)展戰(zhàn)略的新籌以及國(guó)際形勢(shì)的變化,其已不能滿足新形勢(shì)下邊疆治理的需求。在實(shí)證研究的基礎(chǔ)上,提出新時(shí)期更應(yīng)倡導(dǎo)"合"邊聚民這一邊疆社會(huì)治理方略,旨在通過各類合作的開展,充實(shí)邊疆地區(qū)的人口與經(jīng)濟(jì)基礎(chǔ),推進(jìn)口岸型城鎮(zhèn)化建設(shè),進(jìn)而推動(dòng)邊疆社會(huì)治理結(jié)構(gòu)的多元化以及邊疆社會(huì)治理制度的創(chuàng)新,最終達(dá)到興邊、強(qiáng)邊、固邊、睦邊的邊疆社會(huì)治理目標(biāo)。
[Abstract]:In the 1990s, although remarkable achievements have been made in the action of "rejuvenating the border and enriching the people" carried out by the state against the border areas, with the promotion of comprehensive national strength, the new chip of the national development strategy and the changes in the international situation, It has not been able to meet the needs of border governance under the new situation. On the basis of empirical research, this paper puts forward that in the new period, we should even advocate the strategy of social governance of border areas, which aims to enrich the population and economic base of the border areas and promote the construction of port-type urbanization through the development of various kinds of cooperation. And then promote the diversification of the frontier social governance structure and the innovation of the frontier social governance system, finally achieve the frontier social governance goals of prosperity, strong edge, fixed edge, good edge.
