【摘要】：大數(shù)據(jù)是促進(jìn)經(jīng)濟(jì)社會發(fā)展的重要引擎,也是推進(jìn)國家治理現(xiàn)代化的戰(zhàn)略資源。政務(wù)大數(shù)據(jù)是大數(shù)據(jù)資源中的關(guān)鍵類型,是提高政務(wù)服務(wù)質(zhì)量和水平不可缺少的工具。政務(wù)大數(shù)據(jù)的開放與共享對于公共產(chǎn)品和公共服務(wù)的提供來說具有重要的價(jià)值,對于公共服務(wù)供給側(cè)結(jié)構(gòu)改革具有重要的基礎(chǔ)性作用。然而,當(dāng)下政務(wù)大數(shù)據(jù)在開放與共享過程中仍然存在著技術(shù)短板、部門利益、安全陷阱、問責(zé)壓力與產(chǎn)權(quán)糾結(jié)等主要障礙和壁壘,影響著政務(wù)大數(shù)據(jù)的充分開發(fā)和利用,增大了行政成本、制度成本和協(xié)調(diào)成本。因此,通過圍繞完善數(shù)據(jù)管理制度、改革部門管理體制、增強(qiáng)部門協(xié)作能力、創(chuàng)新開放共享機(jī)制、優(yōu)化研發(fā)技術(shù)平臺、強(qiáng)化人才隊(duì)伍建設(shè)這六個方面進(jìn)行改革,政務(wù)大數(shù)據(jù)的開放與共享必將邁入科學(xué)化、規(guī)范化、法制化的軌道。
[Abstract]:Big data is an important engine to promote economic and social development, and also a strategic resource to promote the modernization of national governance. Government affairs big data is a key type of big data resources, is an indispensable tool to improve the quality and level of government service. The opening and sharing of government affairs big data is of great value to the provision of public goods and public services, and plays an important fundamental role in the reform of the supply-side structure of public services. However, in the process of opening and sharing, there are still some major obstacles and barriers in the opening and sharing of government affairs, such as technical weaknesses, departmental interests, safety traps, accountability pressures and property rights entanglement, which affect the full development and utilization of the government affairs big data. Increased administrative costs, institutional costs and coordination costs. Therefore, reform should be carried out in the following six aspects: perfecting the data management system, reforming the department management system, enhancing the department's ability to collaborate, innovating the mechanism of opening up and sharing, optimizing the R & D technology platform, and strengthening the construction of the talent team. The opening and sharing of government affairs big data will enter the scientific, standardized and legalized track.
