【摘要】:科技創(chuàng)新促進中國科技進步與發(fā)展,是我國提升綜合國力的有力支持。面臨經(jīng)濟轉(zhuǎn)型的江蘇,將高校的人才與知識引向基層經(jīng)濟一線成為推動科技力量發(fā)展的關(guān)鍵!翱萍兼(zhèn)長團”政策順勢而生,江蘇省委組織部牽頭從高校中選拔科研骨干到基層鄉(xiāng)鎮(zhèn)掛職實現(xiàn)基層經(jīng)濟的轉(zhuǎn)型發(fā)展。在江蘇省“科技鎮(zhèn)長團”運行的第九年,分析江蘇省“科技鎮(zhèn)長團”工作特點,總結(jié)實施經(jīng)驗、評估實施效果是值得關(guān)注和解決的熱點問題。對江蘇省“科技鎮(zhèn)長團”進行政策評估有利于政策的更好執(zhí)行與發(fā)展,對探求江蘇省經(jīng)濟發(fā)展轉(zhuǎn)型模式以及國家科技創(chuàng)新發(fā)展具有重要意義。本文基于公共政策評估理論可知傳統(tǒng)的實證主義注重政策事實的研究方法,難以滿足江蘇省“科技鎮(zhèn)長團”政策評估需求,而政策包含多主體且仍在持續(xù)執(zhí)行中,故評估選取包含項目層面評估和社會層面評估的弗蘭克·費希爾多重方法論“實證辯論”評估模型,又依據(jù)江蘇省“科技鎮(zhèn)長團”發(fā)展現(xiàn)狀,結(jié)合時間序列法優(yōu)化弗蘭克·費希爾政策模型,構(gòu)筑包含項目驗證、情境分析、社會論證和社會選擇共四階段的江蘇省“科技鎮(zhèn)長團”政策評估框架,對江蘇省內(nèi)48個城市與地區(qū)的科技鎮(zhèn)長和相關(guān)政府部門進行問卷調(diào)查,處理分析所得數(shù)據(jù),進一步探討“科技鎮(zhèn)長團”實施以來取得的成效,分析“科技鎮(zhèn)長團”在實施過程中存在的問題并針對問題提出合理的改進策略,進而推動“科技鎮(zhèn)長團”的發(fā)展與政策改進。本文的主要研究結(jié)論為:(1)項目驗證階段顯示“科技鎮(zhèn)長團”政策支持程度高,有完整的保障體系與制度保證,項目效果良好,有效提升了基層經(jīng)濟效益。(2)情境分析可以得出高校選拔科技鎮(zhèn)長制度較為合理,大多數(shù)科技鎮(zhèn)長滿意自己的工作安排,但基層考核制度仍有待完善。(3)社會論證結(jié)果顯示“科技鎮(zhèn)長團”的人才激勵機制還需全面考慮,對人才的創(chuàng)新性培養(yǎng)也存在不足,政策促進江蘇省新農(nóng)村建設(shè)穩(wěn)步發(fā)展。(4)社會選擇階段表明江蘇省“科技鎮(zhèn)長團”能夠深化校企合作,促進科技成果轉(zhuǎn)化。本文的改進策略為,在科技鎮(zhèn)長的選派階段加強“按需分配”要求,不斷完善科技鎮(zhèn)長選拔機制;在工作階段加強地方主導(dǎo)行業(yè)的產(chǎn)學(xué)研合作,加大“科技鎮(zhèn)長團”宣傳工作,完善制定各項相關(guān)經(jīng)費制度,注重科技鎮(zhèn)長“人才引進與培養(yǎng)”培養(yǎng)職能;在政策后期的評價與反饋階段不斷改進相關(guān)科技鎮(zhèn)長的激勵機制,建立評估政策效果體制,建立健全中介服務(wù)體系等。
[Abstract]:Scientific and technological innovation promotes China's scientific and technological progress and development, and it is a strong support for China to enhance its comprehensive national strength. Facing the economic transformation of Jiangsu, it is the key to promote the development of science and technology to lead the talents and knowledge of colleges and universities to the grass-roots economic line. The policy of "Science and Technology Township Regiment" came into being, and the Organization Department of Jiangsu Provincial CPC Committee took the lead in selecting the backbone of scientific research from colleges and universities to carry out the transformation and development of grass-roots economy. In the ninth year of the operation of the Science and Technology Township in Jiangsu Province, it is a hot issue worth paying attention to and solving by analyzing the characteristics of the work of the Science and Technology Township in Jiangsu Province, summarizing the implementation experience, and evaluating the effect of the implementation. The policy evaluation of Jiangsu Science and Technology Township is beneficial to the better implementation and development of the policy, and it is of great significance to explore the transition mode of economic development and the development of national science and technology innovation in Jiangsu Province. Based on the theory of public policy evaluation, this paper knows that the traditional positivism pays attention to the research method of policy facts, which is difficult to meet the needs of policy evaluation of Jiangsu Science and Technology Township, and the policy is multi-subject and is still in continuous implementation. Therefore, Frank Fisher's multi-methodology "empirical debate" evaluation model, which includes project-level assessment and social-level assessment, is selected, and based on the development status of "Science and Technology Township Group" in Jiangsu Province, According to the time series method, Frank Fisher's policy model was optimized, and a policy evaluation framework of Jiangsu Science and Technology Township was constructed, which included project validation, situational analysis, social demonstration and social selection. We conducted a questionnaire survey on the heads of science and technology towns and relevant government departments in 48 cities and regions in Jiangsu Province, processed and analyzed the data obtained, and further discussed the results achieved since the implementation of the "Science and Technology Township Regiment". This paper analyzes the problems existing in the implementation of the "Science and Technology Mayor's League" and puts forward some reasonable improvement strategies to promote the development and policy improvement of the "Science and Technology Mayor's League". The main conclusions of this paper are as follows: (1) at the stage of project verification, the policy support of "Science and Technology Township" is high, there is a complete guarantee system and system guarantee, and the project effect is good. (2) the situation analysis can draw a conclusion that the system of selecting the mayor of science and technology in colleges and universities is more reasonable, and most of them are satisfied with their work arrangements. However, the grass-roots assessment system still needs to be improved. (3) the results of social demonstration show that the talent incentive mechanism of the "Science and Technology Township" still needs to be fully considered, and there are also shortcomings in the innovative training of talents. The policy promotes the steady development of the new rural construction in Jiangsu Province. (4) the stage of social selection shows that the "Science and Technology Township of Jiangsu Province" can deepen the cooperation between schools and enterprises and promote the transformation of scientific and technological achievements. The improvement strategy of this paper is to strengthen the requirement of "distribution according to demand" in the stage of selecting and dispatching the mayor of science and technology, and to improve the selection mechanism of the mayor of science and technology continuously; At the working stage, we should strengthen the industry-university-research cooperation in the local leading industries, increase the publicity work of the "Science and Technology Township", improve the formulation of various related funding systems, and pay attention to the training function of the "talent introduction and training" of the science and technology mayor; In the post-policy evaluation and feedback stage, the incentive mechanism of the relevant science and technology mayor is continuously improved, the evaluation policy effect system is set up, the intermediary service system is established and so on.
