【摘要】：21世紀是海洋的世紀,制定新的海洋發(fā)展戰(zhàn)略,加大海洋開發(fā)與管理力度,加快海洋產(chǎn)業(yè)發(fā)展,建設海洋強國,已成為當今世界發(fā)展的潮流。功能全面的海洋管理制度不僅能促進海洋生態(tài)可持續(xù)性和海洋經(jīng)濟的快速發(fā)展,更可以有效維護國家海洋權(quán)益,提高國家的競爭力。黨的十八大報告提出要全面保護海洋生態(tài)環(huán)境,加快發(fā)展海洋經(jīng)濟,目標是建設海洋強國,這既要求海洋行政主管部門在保護海洋、開發(fā)海洋、利用海洋和管理海洋方面具有綜合管理的能力,又得做好海洋公共服務。天津市位于渤海灣的中心,地理位置非常優(yōu)越,更是全國海洋經(jīng)濟發(fā)展試點地區(qū),應更加積極地轉(zhuǎn)變政府海洋行政管理職能,創(chuàng)新海洋行政管理體制,完善海洋行政管理機制,使天津市海洋產(chǎn)業(yè)和經(jīng)濟能夠持續(xù)高速發(fā)展。本文通過研究海洋管理的基本理論,借鑒國外發(fā)達國家的海洋行政管理經(jīng)驗,全面分析天津市海洋行政管理的現(xiàn)狀,識別當前海洋管理中存在的不協(xié)調(diào)、不合理問題,剖析其存在的原因。從“軟件”和“硬件”兩方面入手提出解決的辦法和途徑。軟件方面,應該不斷地優(yōu)化完善海洋行政管理機構(gòu)、健全海洋法律法規(guī),轉(zhuǎn)變海洋行政主體的管理理念和管理方式,促進海洋產(chǎn)業(yè)迅速發(fā)展;硬件方面,綜合改革海洋行政執(zhí)法隊伍,從海洋行政執(zhí)法隊伍的發(fā)展歷史和現(xiàn)狀分析中得出改革的方向和途徑。從而提出天津市海洋行政管理政府職能調(diào)整的方向和目標,并總結(jié)了實現(xiàn)的路徑與具體建議。
[Abstract]:The 21st century is the century of the ocean. It has become the trend of the development of the world to formulate a new ocean development strategy, strengthen the development and management of the ocean, accelerate the development of the marine industry and build a powerful marine country. A fully functional ocean management system can not only promote the marine ecological sustainability and the rapid development of marine economy, but also effectively safeguard the national maritime rights and interests and improve the competitiveness of the country. The report of the 18th National Congress of the Communist Party of China proposes to comprehensively protect the marine ecological environment and speed up the development of the marine economy. The goal is to build a powerful maritime country. This requires the competent maritime administrative departments to protect and exploit the ocean. The utilization and management of the ocean has the ability of integrated management, and it is necessary to do well in marine public service. Located in the center of Bohai Bay, Tianjin is located in a very superior geographical position. It is also a pilot area of national marine economic development. We should change the functions of the government's maritime administration more actively, innovate the marine administrative management system, and perfect the marine administrative management mechanism. So that Tianjin marine industry and economy can be sustained high-speed development. By studying the basic theory of ocean management and drawing lessons from the experience of ocean administration in developed countries, this paper comprehensively analyzes the present situation of marine administration in Tianjin, and identifies the uncoordinated and unreasonable problems existing in the current ocean management. Analyze the causes of its existence. From "software" and "hardware" two aspects to start with the solution and approach. In the aspect of software, it is necessary to optimize and perfect the marine administrative organization, perfect the marine laws and regulations, change the management idea and management mode of the marine administrative subject, and promote the rapid development of the marine industry. From the analysis of the development history and present situation of the marine administrative law enforcement team, the direction and approach of the reform are obtained from the analysis of the development history and the present situation of the marine administrative law enforcement team. This paper puts forward the direction and goal of the adjustment of the functions of Tianjin's maritime administration government, and sums up the path and concrete suggestions to realize it.
