基層社會組織政策執(zhí)行力提升路徑

【摘要】:基層組織直面廣大群眾,擔負政策最終執(zhí)行的重要任務。政策本身、執(zhí)行人員、目標群體、執(zhí)行環(huán)境等要素都會影響政策執(zhí)行效果。其中,執(zhí)行人員是關鍵因素。目前,我國基層政策執(zhí)行優(yōu)化有了一定的實踐基礎,但仍然存在一些問題:政策本身內(nèi)容不清晰,造成解讀模糊和過渡;政策執(zhí)行人員素質(zhì)不高,政策的認知和認同不足和偏離;政策目標群體參與不足,政策參與行為機械和形式;政策執(zhí)行環(huán)境不佳,制約了政策執(zhí)行水平的發(fā)揮。這些問題都是亟待解決的重要問題。本文擬從基層組織政策執(zhí)行行為入手,結(jié)合有關基層政策執(zhí)行的典型實例,分析指出基層社會組織在政策執(zhí)行中存在的問題及原因,進而提出提升政策執(zhí)行力的對策建議。本文闡釋政策制定、政策執(zhí)行、目標群體和政策環(huán)境四個要素,深入剖析:政策執(zhí)行制度不完善、政策目標不明確、利益結(jié)構(gòu)不清晰、資源環(huán)境不理想等狀況。最后,圍繞提升基層政策執(zhí)行力問題,提出相關對策建議:首先,要充分調(diào)研并采用科學的辦法制定合理方案,避免政策價值選擇的偏離;其次,培養(yǎng)和提升工作人員的政策執(zhí)行力;再次,提高目標群體的參與度,減少政策執(zhí)行阻力;最后,改善政策執(zhí)行環(huán)境,保障政策執(zhí)行的有效性。通過以上四方面對策,改善基層工作人員的政策行為,進而有效提升基層政策執(zhí)行力。
[Abstract]:Grass-roots organizations directly face the masses and shoulder the important task of policy implementation. Policy itself, executors, target groups, execution environment and other factors will affect the effectiveness of policy implementation. Among them, executive personnel is the key factor. At present, the implementation and optimization of grass-roots policies in China has a certain practical basis, but there are still some problems: the content of the policy itself is not clear, resulting in the interpretation of ambiguity and transition; The quality of policy executor is not high, the cognition and identity of policy is insufficient and deviation, the participation of policy target group is insufficient, the mechanism and form of policy participation behavior are not enough, and the policy implementation environment is not good, which restricts the exertion of policy implementation level. These problems are important problems to be solved. Starting from the policy implementation behavior of grass-roots organizations and combining with typical examples of policy implementation at the grass-roots level, this paper points out the problems and causes existing in the policy implementation of grass-roots social organizations, and then puts forward some countermeasures and suggestions to enhance the policy execution ability. This paper explains the four elements of policy making, policy implementation, target group and policy environment, and deeply analyzes the following four factors: imperfect policy implementation system, unclear policy goal, unclear interest structure, imperfect resource environment and so on. Finally, the paper puts forward the relevant countermeasures and suggestions on how to improve the policy execution ability at the grass-roots level. Firstly, we should make a reasonable plan by investigating and adopting scientific methods to avoid the deviation of the policy value choice. Secondly, to cultivate and enhance the staff's ability of policy implementation; thirdly, to improve the participation of target groups and reduce the resistance of policy implementation; finally, to improve the environment of policy implementation to ensure the effectiveness of policy implementation. Through the above four countermeasures, improve the policy behavior of grass-roots staff, and then effectively enhance the implementation of grass-roots policies.
