F市檔案局公務(wù)員績效考核體系研究

【摘要】:作為當(dāng)前政府人力資源管理的重要內(nèi)容之一,公務(wù)員的績效考核一直以來備受關(guān)注。尤其是近些年全球化的進(jìn)程使得經(jīng)濟(jì)社會環(huán)境發(fā)生了深刻的變化,政府部門經(jīng)常需要處理復(fù)雜的事務(wù),這對公務(wù)員的工作能力也提出了更高的要求。建立起符合當(dāng)前市場經(jīng)濟(jì)發(fā)展現(xiàn)狀的公務(wù)員績效考核體系,是目前理論界和實(shí)踐界關(guān)注的重點(diǎn)。作為面向社會提供檔案管理服務(wù)的政府部門,檔案局所提供的服務(wù)從某種程度上代表了政府的行政服務(wù)水平。對政府檔案系統(tǒng)而言(檔案局或檔案館),公務(wù)員績效考核體系是否科學(xué)完備非常重要。基于此,本文對F市檔案局公務(wù)員績效考核體系展開研究。全文首先交代了研究背景、研究目的和意義,接著回顧當(dāng)前有關(guān)公務(wù)員績效考核的研究文獻(xiàn)以及國內(nèi)外公務(wù)員績效考核的實(shí)踐。進(jìn)而對公務(wù)員績效考核的相關(guān)理論進(jìn)行探討,包括激勵理論、政府績效管理、公務(wù)員績效考核三個(gè)方面的內(nèi)容;谙嚓P(guān)理論及實(shí)踐經(jīng)驗(yàn),設(shè)定F市檔案局公務(wù)員績效考核體系模型,設(shè)計(jì)出變量對相關(guān)指標(biāo)進(jìn)行問卷調(diào)查,對采集到的樣本數(shù)據(jù)進(jìn)行描述性統(tǒng)計(jì)分析,從而得出目前F市檔案局公務(wù)員對當(dāng)前績效考核體系的評價(jià)。接著對F市檔案局公務(wù)員績效考核體系存在的問題進(jìn)行深入分析并探討其背后的成因。接下來從績效指標(biāo)、評價(jià)主體、考核程序等多方面提出完善F市檔案局績效考核體系的建議。最后對全文進(jìn)行了總結(jié)。
[Abstract]:As one of the important contents of government human resources management, the performance appraisal of civil servants has been paid close attention to all the time. Especially in recent years, the economic and social environment has undergone profound changes due to the process of globalization. Government departments often have to deal with complex affairs, which puts forward higher requirements for the working ability of civil servants. It is the focus of the theoretical and practical circles to establish the civil servant performance appraisal system which accords with the current market economy development situation. As a government department providing archives management service to the society, the service provided by the archives bureau represents the administrative service level of the government to some extent. For the government archives system (archives or archives), it is very important whether the performance appraisal system of civil servants is scientific and complete. Based on this, this paper studies the performance appraisal system of civil servants in F City Archives Bureau. First, the research background, purpose and significance of the study are described, and then the current research literature on civil servants' performance appraisal and the practice of civil servants' performance appraisal at home and abroad are reviewed. Then the relevant theories of civil servant performance appraisal are discussed, including incentive theory, government performance management and civil servant performance evaluation. Based on the relevant theory and practical experience, this paper sets the performance appraisal system model of civil servants in F city archives bureau, designs the variables to carry on the questionnaire survey to the related index, carries on the descriptive statistical analysis to the collected sample data. Therefore, the evaluation of the current performance appraisal system of the civil servants in F City Archives Bureau is obtained. Then, the problems existing in the performance appraisal system of F City Archives Bureau are analyzed and the causes behind them are discussed. Then it puts forward some suggestions on how to improve the performance appraisal system of F City Archives Bureau from the aspects of performance index, evaluation subject, appraisal procedure and so on. Finally, the full text is summarized.
