【摘要】：隨著我國(guó)民主政治的穩(wěn)步推進(jìn),公眾參與政治活動(dòng)的機(jī)會(huì)越來(lái)越多,使得政府與公眾的互動(dòng)關(guān)系進(jìn)一步深化,這不僅是提升政府良好形象的機(jī)遇,也是對(duì)政府公信力的挑戰(zhàn),特別是與公眾息息相關(guān)的地方政府公信力建設(shè)備受關(guān)注。與此同時(shí)在國(guó)家層面,如何提升地方政府公信力也已被提上了國(guó)家的重要議事日程。本文結(jié)合我國(guó)構(gòu)建服務(wù)型政府的大背景,將地方政府公信力提升置于服務(wù)型政府建設(shè)的視閾下研究,因此本文首先論證了服務(wù)型政府建設(shè)與地方政府公信力之間存在的內(nèi)在關(guān)系,兩者是共同促進(jìn),但又相互影響的。不可否認(rèn)十八大以來(lái),為防止地方政府面臨“塔西佗陷阱”的窘境,國(guó)家高度重視地方政府公信力建設(shè),并在政府整體形象塑造、提供公共服務(wù)以及民主化等方面取得了可喜的成就,有力的推動(dòng)了服務(wù)型政府建設(shè)。然而,我國(guó)地方政府公信力建設(shè)的形勢(shì)并不樂(lè)觀,由于政府自身建設(shè)、制度供給以及公眾等諸方面還存在很多不足,使得地方政府公信力提升受阻,甚至導(dǎo)致地方政府公信力的下降,這必然影響服務(wù)型政府建設(shè)的整體推進(jìn)。因此,亟需探索提升地方政府公信力的路徑,為服務(wù)型政府建設(shè)的整體推進(jìn)保駕護(hù)航。所以本文最后結(jié)合服務(wù)型政府建設(shè)的目標(biāo)指向,從行政理念、政府自身建設(shè)、制度供給、行政監(jiān)督以及對(duì)公眾輿論的引導(dǎo)與規(guī)范五個(gè)方面提出了提升地方政府公信力的對(duì)策建議,以期提升我國(guó)地方政府公信力,并加快服務(wù)型政府建設(shè)的步伐。
[Abstract]:With the steady progress of democratic politics in our country, more and more opportunities for the public to participate in political activities, which make the interaction between the government and the public further deepen, this is not only an opportunity to enhance the good image of the government, but also a challenge to the credibility of the government. Especially, the construction of local government's credibility, which is closely related to the public, has attracted much attention. At the same time, at the national level, how to enhance the credibility of local governments has been put on the national agenda. Based on the background of the construction of service-oriented government in China, this paper studies the promotion of local government credibility under the sight of service-oriented government construction. Therefore, this paper first demonstrates the internal relationship between the construction of service-oriented government and the credibility of local government, both of which promote each other, but affect each other. It is undeniable that since the 18th National Congress, in order to prevent local governments from facing the dilemma of "Tacitus trap," the state has attached great importance to the construction of the credibility of local governments and created the overall image of the government. The provision of public services and democratization has made gratifying achievements, and has promoted the construction of service-oriented government. However, the situation of local government credibility construction in our country is not optimistic. There are still many deficiencies in the government's own construction, system supply and the public, so that the local government's credibility promotion is blocked. Even lead to the decline of the credibility of local governments, which will inevitably affect the overall development of service-oriented government. Therefore, it is urgent to explore the way to enhance the credibility of local government and to protect the whole construction of service-oriented government. So this article finally combines the goal of service-oriented government construction, from the administrative concept, the government's own construction, the system supply, In order to improve the credibility of our local government and speed up the construction of service-oriented government, the author puts forward five aspects of administrative supervision and guidance and standardization of public opinion to improve the credibility of local government.
