【摘要】：中國地方政府問責制存在的突出問題是缺少社會問責這一重要環(huán)節(jié),但近年來由公民發(fā)起的官員被問責的事例比比皆是,卻又難以將其稱為真正意義上的社會問責制,而是有其自身特點的中國式社會問責。中國式社會問責主要呈現(xiàn)出"鬧大式""人治式"的特征。并且,這種非常態(tài)、非秩序化、非法治化的社會問責方式的形成是以強政府與弱社會的關系以及地方政府行為的"不出事"邏輯為基礎的。
[Abstract]:The outstanding problem of the local government accountability system in China is the lack of social accountability, but in recent years, there have been many cases of civil initiated officials being held accountable, but it is difficult to call it the real social accountability system. It is Chinese social accountability with its own characteristics. Chinese-style social accountability mainly presents the characteristics of "making a big mess" and "ruling by man". Moreover, the formation of this kind of abnormal, non-orderly and non-legal social accountability is based on the relationship between the strong government and the weak society and the logic of "no accident" in the behavior of local governments.
