【摘要】：自改革開放以來,我國經(jīng)濟取得舉世矚目的成就,國家也積極開展扶貧工作,使得我國貧困人口大幅度減少。自1978至2010年,共減少6.6億貧困人口,占全球貧困人口減少數(shù)量的93.3%。與此同時,我們也應(yīng)看到中國貧困問題仍十分嚴(yán)峻,亟待解決。隨著我國經(jīng)濟和社會的不斷發(fā)展與進步,貧困多維度的發(fā)展,導(dǎo)致貧困問題更加復(fù)雜。社會組織參與國家精準(zhǔn)扶貧具有靈活性、針對性、精準(zhǔn)性等特有的優(yōu)勢,能夠有效解決傳統(tǒng)意義上的依靠政府脫貧難以湊效的問題。與此同時,在我國精準(zhǔn)扶貧的實踐中,我們逐漸認(rèn)識到:精準(zhǔn)扶貧,既是政治任務(wù),也是經(jīng)濟工作;既要更好發(fā)揮政府作用,又要充分發(fā)揮社會組織的作用和力量。因此,社會組織逐漸在參與扶貧的舞臺上嶄露頭角。改革開放至今,社會組織參與精準(zhǔn)扶貧涵蓋基產(chǎn)業(yè)扶貧、智力扶貧、勞務(wù)扶貧、保障扶貧等。在參與精準(zhǔn)扶貧的實踐中,社會組織參與精準(zhǔn)扶貧的實踐方式也逐漸多元化和多樣化,社會組織參與國家精準(zhǔn)扶貧的規(guī)模力度也逐步擴大,參與的運行機制逐步完善,參與的資金來源逐步擴展。但是,我們也明顯地看到由于在社會組織參與國家精準(zhǔn)扶貧中,政府給予社會組織精準(zhǔn)扶貧的配套資源不到位,社會組織精準(zhǔn)扶貧的能力不足,主體間合作不足等原因,在實踐中還存在著一系列的問題。本文筆者在探討分析社會組織參與國家精準(zhǔn)扶貧還存在著精準(zhǔn)扶貧力量依然弱小,精準(zhǔn)扶貧機制有待完善,精準(zhǔn)扶貧可持續(xù)性不強等問題的基礎(chǔ)上,提出了社會組織參與國家精準(zhǔn)扶貧的對策建議,要持續(xù)加大政府政策支持力度,不斷提升社會組織精準(zhǔn)扶貧的專業(yè)性,加強參與精準(zhǔn)扶貧主體間的合作等。
[Abstract]:Since the reform and opening up, China's economy has made remarkable achievements, and the country has also actively carried out poverty alleviation work, which has greatly reduced the number of poor people in our country. Between 1978 and 2010, 660 million people fell, accounting for 93.33 percent of the world's poverty reduction. At the same time, we should also see that China's poverty problem is still very serious, and urgent need to be solved. With the continuous development and progress of economy and society in our country, the multi-dimensional development of poverty leads to more complicated poverty problem. The participation of social organizations in national precision poverty alleviation has special advantages, such as flexibility, pertinence, precision, and so on, which can effectively solve the problem that it is difficult to get rid of poverty by relying on the government in the traditional sense. At the same time, in the practice of precision poverty alleviation in our country, we gradually realize that precision poverty alleviation is not only a political task but also an economic work, and it is necessary to give full play to the role and strength of the government as well as the social organization. As a result, social organizations are gradually emerging on the stage of participation in poverty alleviation. Since the reform and opening up, social organizations have participated in precision poverty alleviation, including poverty alleviation in basic industries, intellectual poverty alleviation, labor poverty alleviation, protection of poverty alleviation and so on. In the practice of participating in precision poverty alleviation, social organizations have gradually diversified and diversified the practical ways of participating in precision poverty alleviation, and the scale of participation of social organizations in national precision poverty alleviation has gradually expanded, and the operational mechanism of participation has been gradually improved. The source of funding for participation is gradually expanding. However, we also clearly see that in the process of participation of social organizations in the national precision poverty alleviation, the government does not have the necessary resources to give social organizations accurate poverty alleviation, the ability of social organizations to help the poor with precision is insufficient, and the cooperation between the main bodies is insufficient, and so on. There are still a series of problems in practice. On the basis of discussing and analyzing the social organizations' participation in the national precision poverty alleviation, there are still some problems, such as the precision poverty alleviation is still weak, the precision poverty alleviation mechanism needs to be improved, the precision poverty alleviation sustainability is not strong, and so on. This paper puts forward the countermeasures and suggestions for social organizations to participate in the national precision poverty alleviation. It is necessary to continuously increase the government policy support, continuously improve the professional nature of social organizations' precision poverty alleviation, and strengthen the cooperation among the subjects involved in the precision poverty alleviation.
