【摘要】：福利多元作為一種社會福利理論流派的出現(xiàn)是為了解決貝弗里奇福利國家危機(jī)而產(chǎn)生的新興理論范式,其本質(zhì)是福利的提供從國家到多元部門的轉(zhuǎn)型,目的是構(gòu)建一個國家和社會"共治"的新型社會治理模式和治理結(jié)構(gòu)。經(jīng)過60年的發(fā)展,我國社會福利制度面臨著改革、重建、調(diào)整等多重任務(wù);我國的經(jīng)濟(jì)、社會發(fā)展面臨著新挑戰(zhàn)如:共享型經(jīng)濟(jì)發(fā)展模式的構(gòu)建、包容性增長、和諧社會的構(gòu)建、全面建成小康社會、以及中華民族的偉大復(fù)興等;我國在政府治理和社會建設(shè)上面臨:"創(chuàng)新、協(xié)調(diào)、綠色、開放、共享"五大發(fā)展理念的落實與實施。"古為今用,洋為中用、他山之石、可以攻玉",本文立足我國社會福利實際,以福利多元理論作為分析工具試圖探索推動包容性社會在我國的構(gòu)建和發(fā)展的路徑,全文共為五章。導(dǎo)論主要論述了本文研究背景、研究問題、研究目的以及關(guān)于國內(nèi)外學(xué)者對于本研究的成果和存在的不足,在此基礎(chǔ)上提出本文的研究框架、研究方法、理論意義與實踐意義。最后,指出本文可能的創(chuàng)新和存在的不足。第一章通過對福利多元和包容性社會兩大相關(guān)理論進(jìn)行分析的基礎(chǔ)上,闡釋了福利多元和包容性社會之間的聯(lián)系。第二章通過對我國社會福利模式的形成和演變進(jìn)行系統(tǒng)梳理的基礎(chǔ)上,以福利多元為工具對我國的各社會福利多元主體的現(xiàn)狀進(jìn)行分析定位。第三章討論了我國社會福利多元中存在的問題,并對其制約影響因素進(jìn)行分析。第四章對國外福利多元的經(jīng)驗和實踐(多元部門劃分)進(jìn)行歸納和分析,并對國外福利多元的實踐和主要的實現(xiàn)方式進(jìn)行探討和總結(jié)。第五章展開討論基于福利多元化推動包容性社會發(fā)展的路徑,并分別從政府、非政府組織、企業(yè)(市場)和家庭(個人)等方面提出了我國福利多元部門如何共治實現(xiàn)包容性社會的圖景。文章最后,還對本文研究發(fā)現(xiàn)和未來繼續(xù)關(guān)注的問題做出了說明。
[Abstract]:The emergence of welfare pluralism as a social welfare theory school is a new theoretical paradigm to solve the crisis of Beveridge welfare state, and its essence is the transition of welfare provision from the state to the multi-sector. The aim is to build a new model and structure of social governance. After 60 years of development, China's social welfare system is faced with the reform, reconstruction, adjustment and other multi-tasks; China's economic and social development is facing new challenges, such as: the construction of a shared economic development model, inclusive growth, the construction of a harmonious society, the building of a well-off society in an all-round way, and the great rejuvenation of the Chinese nation. Our country faces in the government governance and social construction: "innovation, coordination, green, open, sharing" five development concepts of implementation and implementation. The article bases on the reality of social welfare in our country and tries to explore the path of promoting the construction and development of inclusive society in our country by using the multiple theory of welfare as an analytical tool. The full text consists of five chapters. The introduction mainly discusses the research background, research problems, research purposes and the research achievements and shortcomings of domestic and foreign scholars. On this basis, the research framework, research methods, theoretical significance and practical significance are put forward. Finally, this paper points out the possible innovation and shortcomings. The first chapter explains the relationship between welfare pluralism and inclusive society on the basis of the analysis of the two related theories of welfare pluralism and inclusive society. In the second chapter, on the basis of systematically combing the formation and evolution of China's social welfare model, the author analyzes and orientates the status quo of the pluralistic subjects of social welfare in China by means of welfare pluralism. The third chapter discusses the problems existing in social welfare pluralism in China, and analyzes the influencing factors. The fourth chapter summarizes and analyzes the experience and practice of foreign welfare diversification (division of multiple sectors), and discusses and summarizes the practice and main ways of realization of foreign welfare pluralism. Chapter V discusses the path to inclusive social development based on welfare pluralism, and from the government, non-governmental organizations, Enterprises (markets) and families (individuals) put forward the prospect of how to achieve inclusive society by co-governing the welfare pluralistic sectors in China. At the end of the article, the paper also explains the research findings and the problems that will continue to be paid attention to in the future.
