【摘要】：既有政策和主流研究意見主張政府購(gòu)買與事業(yè)單位改革"應(yīng)該"有所銜接,通過政府購(gòu)買推動(dòng)事業(yè)單位的分類改革和完善發(fā)展。但"應(yīng)該銜接"并不直接等同于"能夠銜接",二者的有效銜接需要特定的條件。本文歸納出政府購(gòu)買與事業(yè)單位改革實(shí)現(xiàn)銜接的"內(nèi)生條件"與"外生條件",并具體討論了三種條件形式:范圍和規(guī)模、程序和技術(shù)、意愿和能力。目前在這三種條件中除了已經(jīng)具備的積極要素之外,還有一些要素尚缺,即在操作層面上還缺乏明確的政府向事業(yè)單位購(gòu)買公共服務(wù)的范圍與規(guī)模;在程序和技術(shù)上還缺乏政府向事業(yè)單位購(gòu)買公共服務(wù)的精致可行的定價(jià)機(jī)制;作為購(gòu)買者的政府還不算精明,其能力還有待加強(qiáng)。這些缺失一致指向的是政府組織結(jié)構(gòu)與職能的變革。
[Abstract]:The existing policies and mainstream research opinions advocate that the government purchase should be connected with the reform of the public institution, and promote the classified reform and perfect development of the institution through the government purchase. However, "should join" is not directly equivalent to "able to connect", the effective convergence of both needs specific conditions. This paper sums up the "endogenous conditions" and "exogenous conditions" which link the government purchase with the reform of public institutions, and discusses in detail three forms of conditions: scope and scale, procedure and technology, will and ability. At present, in addition to the existing positive elements, there are still some missing elements in these three conditions, that is, the scope and scale of the government purchasing public services from public institutions in the operational level; Procedures and technology also lack a sophisticated and feasible pricing mechanism for the government to buy public services from institutions; the government as a buyer is not smart and its capabilities need to be strengthened. These deficiencies point to the transformation of the government's organizational structure and functions.
