【摘要】：根據(jù)《中華人民共和國政府信息公開條例》要求,基于信息公開的互聯(lián)網(wǎng)途徑,通過構(gòu)建6個分類指標和1個總指標,對我國省級人民政府政務(wù)信息公開現(xiàn)狀進行評估,結(jié)果顯示:各省在各項指標上的得分與所處層級存在較好一致性。在政府信息公開省際差異的影響因素研究中發(fā)現(xiàn),腐敗是降低政府信息公開的顯著影響因素,但基礎(chǔ)設(shè)施建設(shè)較好的省份其政府信息公開的情況反而較差,經(jīng)濟、金融發(fā)展水平、人口等變量對政府信息公開不構(gòu)成顯著影響,說明政府信息公開的障礙主要在機制方面。
[Abstract]:According to the regulations of the people's Republic of China on Information publicity, based on the Internet approach of information disclosure, this paper evaluates the present situation of government information disclosure of provincial people's governments by constructing six classified indexes and one general index. The results showed that there was good consistency between the scores of each index and the level of each province. In the study of the influencing factors of the inter-provincial differences of government information disclosure, it is found that corruption is a significant factor in reducing the disclosure of government information, but in the provinces with better infrastructure construction, the situation of government information disclosure is poor and economic. The level of financial development, population and other variables have no significant impact on the disclosure of government information, indicating that the obstacles to the disclosure of government information are mainly in the aspect of mechanism.
