【摘要】：目前,我國正處于快速發(fā)展時期,生態(tài)文明建設(shè)進(jìn)程也在被不斷的深入推進(jìn),然而面對著愈加嚴(yán)重的生態(tài)問題,地方政府生態(tài)責(zé)任缺失現(xiàn)象也愈加明顯,因此有效促進(jìn)政府部門生態(tài)責(zé)任履行,優(yōu)化地方政府生態(tài)責(zé)任制度成為了本文開展研究的主要目的。本文主要以目標(biāo)管理理論及政府生態(tài)責(zé)任理論為基礎(chǔ),圍繞地方政府生態(tài)責(zé)任目標(biāo)管理機(jī)制這一核心問題進(jìn)行討論,其研究結(jié)果在豐富地方政府行政理念,創(chuàng)新生態(tài)責(zé)任履行方式方面具有重要的理論意義;同時地方政府生態(tài)責(zé)任目標(biāo)管理機(jī)制的研究將有效促進(jìn)地方政府生態(tài)責(zé)任的履行,對生態(tài)惡化問題的解決有著深遠(yuǎn)的現(xiàn)實(shí)意義。本文首先對選題背景、意義及相關(guān)文獻(xiàn)等內(nèi)容進(jìn)行了整理分析,在此基礎(chǔ)上構(gòu)建起主要的研究思路與框架,并對主要研究內(nèi)容進(jìn)行了相應(yīng)的闡述;其次對政府生態(tài)責(zé)任及目標(biāo)管理理論的相關(guān)概念、理論進(jìn)行詳細(xì)分析,著重探討了其發(fā)展歷程、內(nèi)涵、特征和相關(guān)原則等內(nèi)容;再次對地方政府生態(tài)責(zé)任實(shí)現(xiàn)目標(biāo)管理的可行性進(jìn)行討論,對機(jī)制構(gòu)建的有效性要素進(jìn)行了細(xì)致研究;然后對目標(biāo)管理方法的流程及原則進(jìn)行整合,進(jìn)行地方政府生態(tài)責(zé)任目標(biāo)管理體系的討論;最后根據(jù)地方政府生態(tài)責(zé)任目標(biāo)管理機(jī)制各階段要求,進(jìn)行保障制度的探索。本文主要的研究方法有文獻(xiàn)研究法和系統(tǒng)研究法,通過對相關(guān)資料的分析,筆者認(rèn)為目標(biāo)管理方法在地方政府生態(tài)責(zé)任領(lǐng)域具有應(yīng)用的可行性,在此基礎(chǔ)上,構(gòu)建了以目標(biāo)制定、實(shí)施與考核為主要內(nèi)容的地方政府生態(tài)責(zé)任目標(biāo)管理體系和以責(zé)任機(jī)制、參與機(jī)制、回應(yīng)機(jī)制、考核機(jī)制與獎懲機(jī)制為主要框架的地方政府生態(tài)責(zé)任目標(biāo)管理運(yùn)行機(jī)制,共同形成了地方政府生態(tài)責(zé)任目標(biāo)管理機(jī)制。
[Abstract]:At present, our country is in the period of rapid development, and the construction of ecological civilization is also being pushed forward. However, in the face of more serious ecological problems, the lack of ecological responsibility of local governments is becoming more and more obvious. Therefore, to effectively promote the implementation of ecological responsibility of government departments and optimize the ecological responsibility system of local governments has become the main purpose of this study. Based on the theory of objective management and the theory of ecological responsibility of the government, this paper discusses the core problem of the mechanism of the objective management of the ecological responsibility of the local government, and its research results enrich the administrative concept of the local government. It is of great theoretical significance to innovate the way of fulfilling ecological responsibility. At the same time, the research on the target management mechanism of ecological responsibility of local government will effectively promote the implementation of ecological responsibility of local government, and have far-reaching practical significance to solve the problem of ecological deterioration. In this paper, the background of the topic, significance and related literature were analyzed, on the basis of which the main research ideas and frameworks were constructed, and the main research content was expounded. Secondly, the related concepts of the theory of government ecological responsibility and objective management are analyzed in detail, and its development course, connotation, characteristics and relevant principles are discussed in detail. Thirdly, it discusses the feasibility of the local government ecological responsibility to realize the goal management, and makes a detailed study on the effective elements of the mechanism construction. Then the process and principle of the objective management method are integrated and the local government ecological responsibility objective management system is discussed. Finally according to the requirements of the local government ecological responsibility target management mechanism the guarantee system is explored. The main research methods of this paper are literature research method and system research method. Through the analysis of relevant data, the author thinks that the objective management method has the feasibility of application in the field of local government ecological responsibility, and on this basis, The management system of ecological responsibility of local government is constructed, which is mainly composed of target formulation, implementation and assessment, and the mechanism of responsibility, participation and response. The objective management mechanism of ecological responsibility of local government is formed by the evaluation mechanism and the mechanism of reward and punishment, which are the main frame of the target management mechanism of ecological responsibility of local government.
