【摘要】：我國目前正處于政治經(jīng)濟(jì)體制轉(zhuǎn)型的重要時期。十一屆三中全會以來,雖然我國在政治經(jīng)濟(jì)體制改革方面已取得了一定的成績,但與取得巨大經(jīng)濟(jì)成就相比,我國政治文化領(lǐng)域的建設(shè)和發(fā)展則是存在相對落后的弊端,所以對我國基層公務(wù)員治理的研究要充分考慮到政治文化的影響,基層公務(wù)員作為政府與民眾溝通的基礎(chǔ)和橋梁,是政府形象的代言人,如何對我國基層公務(wù)員隊伍中出現(xiàn)的道德示范、行為失衡問題進(jìn)行有效遏制,成為了推動社會主義現(xiàn)代化,國家治理法治化快速發(fā)展的一個重大影響因素。本文正是以此為切入點來對我國基層公務(wù)員治理展開研究和探討。本文綜合運用了歷史研究法、內(nèi)外因分析法及文獻(xiàn)研究法分析了政治文化作為公務(wù)員群體內(nèi)化的核心理念,是如何影響著甚至操控著基層公務(wù)員群體內(nèi)部個體行為的性質(zhì)和方向的。文章的主要內(nèi)容分為以下五個部分:第一部分為導(dǎo)論。重點介紹了本文的研究目的和研究的理論及現(xiàn)實意義,闡述了國內(nèi)外相關(guān)研究的基本現(xiàn)狀以及本文的研究方法和主要內(nèi)容,最后分析了此次研究的難點和創(chuàng)新點。第二部分為對本研究所需的基本理論的概述。主要包括厘清了政治文化、基層公務(wù)員及公務(wù)員治理的概念,以及相關(guān)的理論基礎(chǔ)。第三部分對我國基層公務(wù)員治理的現(xiàn)狀及存在的問題進(jìn)行了分析,主要包括建國以來我國基層公務(wù)員治理取得的成就和現(xiàn)階段我國基層公務(wù)員治理中存在的問題。第四部分對我國基層公務(wù)員現(xiàn)存問題出現(xiàn)的原因進(jìn)行分析,具體包括我國基層公務(wù)員道德失范的內(nèi)外部原因等內(nèi)容。第五部分在問題成因分析的基礎(chǔ)上進(jìn)一步對如何加強我國基層公務(wù)員治理的對策和建議進(jìn)行了探討。
[Abstract]:At present, our country is in the important period of political and economic system transformation. Since the third Plenary session of the 11th CPC Central Committee, although China has made certain achievements in the reform of the political and economic system, compared with the tremendous economic achievements, the construction and development of the political and cultural fields in China have been relatively backward. Therefore, the research on the governance of grass-roots civil servants in our country should fully take into account the influence of political culture. As the basis and bridge of communication between the government and the public, grass-roots civil servants are the spokesmen for the image of the government. How to effectively contain the moral demonstration and behavior imbalance in the civil servants at the grass-roots level in our country has become an important influence factor to promote the socialist modernization and the rapid development of national governance by law. This article is just to take this as the breakthrough point to carry on the research and the discussion to our country grass-roots civil servant governance. This paper uses the historical research method, the internal and external cause analysis method and the literature research method to analyze the political culture as the core idea of the civil servant group internalization. It is how to influence and even control the nature and direction of individual behavior within grass-roots civil servants. The main content of the article is divided into the following five parts: the first part is an introduction. This paper mainly introduces the research purpose and the theoretical and practical significance of the research, expounds the basic status quo of the related research at home and abroad, the research methods and main contents of this paper, and finally analyzes the difficulties and innovations of this research. The second part is an overview of the basic theory needed in this study. It mainly includes clarifying the political culture, the concept of basic civil servant and civil servant governance, and the relevant theoretical basis. The third part analyzes the current situation and existing problems of the civil servant governance at the grass-roots level in China, mainly including the achievements made in the governance of the civil servants at the grass-roots level since the founding of the people's Republic of China and the problems existing in the governance of the civil servants at the grass-roots level in our country at the present stage. The fourth part analyzes the causes of the existing problems of grass-roots civil servants in China, including the internal and external causes of the moral anomie of grass-roots civil servants. The fifth part probes into the countermeasures and suggestions on how to strengthen the governance of civil servants at the grass-roots level on the basis of the analysis of the causes of the problems.
