【摘要】：進(jìn)入21世紀(jì),中國(guó)特色社會(huì)主義事業(yè)翻開(kāi)了全新的篇章。自1978年黨的十一屆三中全會(huì)召開(kāi)以來(lái),我國(guó)的改革開(kāi)放事業(yè)已經(jīng)走過(guò)了三十多個(gè)春秋。在這期間,突發(fā)公共事件越來(lái)越多,對(duì)人民群眾的人身、財(cái)產(chǎn)安全造成了重大損失。同時(shí),我國(guó)正處于協(xié)調(diào)推進(jìn)全面建成小康社會(huì)、全面深化改革、全面推進(jìn)依法治國(guó)、全面從嚴(yán)治黨的關(guān)鍵時(shí)期,如何處理各類突發(fā)公共事件并且有效進(jìn)行輿論引導(dǎo)是我國(guó)政府亟待解決的重要問(wèn)題。政府作為提供公共服務(wù)及公共產(chǎn)品的責(zé)任者,對(duì)于動(dòng)員和組織全社會(huì)力量、整合全社會(huì)資源的工作需要更多的投入,并且需要快速并妥善應(yīng)對(duì)各類突發(fā)公共事件帶來(lái)的挑戰(zhàn),始終將社會(huì)的公共利益放在首位,積極推動(dòng)社會(huì)的持續(xù)發(fā)展。本文以政府有效引導(dǎo)突發(fā)公共事件輿論為研究?jī)?nèi)容,具有較高的現(xiàn)實(shí)意義、實(shí)踐意義和理論意義。本文綜述了國(guó)內(nèi)外政府引導(dǎo)突發(fā)公共事件的輿論概況,指出了我國(guó)突發(fā)公共事件中政府輿論引導(dǎo)的現(xiàn)狀,同時(shí)本篇論文也闡述了我國(guó)突發(fā)公共事件中政府輿論引導(dǎo)所存在的問(wèn)題以及成因,并在制度和實(shí)際操作層面對(duì)引導(dǎo)突發(fā)公共事件輿論提出了一系列的對(duì)策,對(duì)完善政府應(yīng)急管理體系,提升突發(fā)公共事件中政府輿論引導(dǎo)能力提出了建設(shè)性的意見(jiàn)。
[Abstract]:Entering the 21 st century, the cause of socialism with Chinese characteristics has opened a new chapter. Since the third Plenary session of the 11th CPC Central Committee was held in 1978, China's reform and opening up has gone through more than 30 years. During this period, more and more public emergencies caused great losses to the people's personal and property safety. At the same time, our country is in the crucial period of coordinated efforts to build a well-off society in an all-round way, to comprehensively deepen reform, to comprehensively advance the rule of law, and to comprehensively administer the party strictly. How to deal with all kinds of public emergencies and how to guide public opinion effectively is an important problem to be solved by our government. The government, as the person responsible for providing public services and public goods, needs more input to mobilize and organize the whole society and integrate the resources of the whole society, and needs to respond quickly and properly to the challenges brought by all kinds of public emergencies. Always put the social public interest in the first place, actively promote the sustainable development of society. This article takes the government to guide the public opinion effectively as the research content, has the higher realistic significance, the practice significance and the theory significance. This paper summarizes the general situation of public opinion leading by the government at home and abroad, and points out the present situation of the guidance of government public opinion in China. At the same time, this paper also expounds the problems and causes of the guidance of government public opinion in public emergencies in China, and puts forward a series of countermeasures to guide the public opinion of unexpected public events at the level of system and practical operation. Some constructive suggestions are put forward to improve the government's emergency management system and improve the government's ability to guide public opinion.
