【摘要】：快速發(fā)展的中小企業(yè)作為我國國民經(jīng)濟(jì)發(fā)展的重要推動力量,國家從戰(zhàn)略高度推出了一系列促進(jìn)中小企業(yè)發(fā)展的惠民政策。然而,面對全球經(jīng)濟(jì)下行以及中國經(jīng)濟(jì)發(fā)展緩慢的影響,中小企業(yè)面臨著嚴(yán)峻的生存發(fā)展困境。怎樣才能為廣大中小企業(yè)創(chuàng)造合適的發(fā)展環(huán)境,具體的政府政策怎樣才能幫助中小企業(yè)渡過發(fā)展難關(guān),成為當(dāng)下社會關(guān)注和討論的熱點話題。本文從中小企業(yè)及政府規(guī)制的相關(guān)理論入手,分析了山東省中小企業(yè)發(fā)展概況,同時從企業(yè)籌資困難中的政府責(zé)任、企業(yè)的行政成本偏高兩方面指出山東中小企業(yè)政府規(guī)制中存在的問題,并有針對性的指出問題緣由:地方政府的信用擔(dān)保體系缺失、政府規(guī)制部門存在職能管理漏洞、地方政府行政職能的缺失。隨后,借鑒美國、日本、香港、溫州等國內(nèi)外政府促進(jìn)中小企業(yè)良性發(fā)展的經(jīng)驗,提出山東省需要放松和規(guī)范市場準(zhǔn)入規(guī)制,營造公平競爭環(huán)境、加強法制建設(shè),規(guī)范政府行為、完善促進(jìn)中小企業(yè)的財稅支持政策、探索新的融資方式,制定更加體貼的金融扶持政策等方面完善面向中小企業(yè)的政府規(guī)制政策,以期能為山東省乃至全國政府提供參考。
[Abstract]:The rapid development of small and medium-sized enterprises as an important driving force in the development of our national economy, the state from a strategic level to promote the development of a series of small and medium-sized policies to benefit the people. However, in the face of the global economic downturn and the impact of the slow economic development in China, SMEs are facing a severe survival and development dilemma. How to create a suitable development environment for the majority of small and medium-sized enterprises, and how the specific government policies can help the small and medium-sized enterprises to tide over the development difficulties, has become a hot topic of social concern and discussion. Starting with the relevant theories of SMEs and government regulation, this paper analyzes the development situation of SMEs in Shandong Province, and at the same time, analyzes the responsibility of government in the difficulty of financing enterprises. The high administrative cost of enterprises points out the problems existing in the government regulation of small and medium-sized enterprises in Shandong Province, and points out the causes of the problems: the absence of credit guarantee system of local governments and the functional management loopholes of government regulatory departments. The lack of administrative function of local government. Subsequently, drawing lessons from the experience of the governments of the United States, Japan, Hong Kong, Wenzhou and other countries in promoting the healthy development of small and medium-sized enterprises, it was pointed out that Shandong should relax and standardize market access regulations, create a fair competitive environment, and strengthen the legal system. Standardizing government behavior, perfecting fiscal and tax support policies for small and medium-sized enterprises, exploring new financing methods, formulating more considerate financial support policies, and so on, perfecting government regulation policies for small and medium-sized enterprises. In order to provide a reference for Shandong Province and even the national government.
