【摘要】：第一代自上而下范式的政策實施研究與第二代自下而上范式的政策實施研究能否進(jìn)行綜合以及如何綜合仍然是極具理論價值與實踐意義的學(xué)術(shù)命題。在對已有的政策實施研究綜合模型進(jìn)行批評性討論的基礎(chǔ)上,重新構(gòu)造了一個多重系統(tǒng)動態(tài)政策實施模型。政策實施的多重系統(tǒng)動態(tài)模型事實上包含了已有各個主要政策綜合模型的基本特征,即不僅涵蓋了各個已有綜合模型所隱含的系統(tǒng)性,而且也突出了政策實施過程中隨時間變化的動態(tài)性。論文提出的綜合的分析性政策實施模型的優(yōu)點是將各種影響政策實施的因素變量及其相互之間的關(guān)系具體化、類型化與結(jié)構(gòu)化,在該結(jié)構(gòu)化關(guān)系圖景中,可以更清晰地辨別出各種類型的影響因素相互作用的邏輯次序以及對最終政策實施效果的作用路徑。
[Abstract]:Whether the policy implementation research of the first generation top-down paradigm and the policy implementation research of the second generation bottom-up paradigm can be integrated and how to synthesize is still an academic proposition of great theoretical value and practical significance. Based on the critical discussion of the existing comprehensive model of policy implementation, a multi-system dynamic policy implementation model is constructed. In fact, the multi-system dynamic model of policy implementation contains the basic characteristics of each existing policy integration model, that is, it not only covers the systematicness implied by each existing comprehensive model. It also highlights the dynamic changes in the process of policy implementation with time. The advantage of the comprehensive analytical policy implementation model proposed in this paper is to concretize, type and structure the factors that affect the policy implementation and the relationship between them. It is possible to identify more clearly the logical order of the interaction of various types of influencing factors and the path of their effects on the implementation of the final policy.
