【摘要】：我國行政體制是以各級公務(wù)員為重要組成部分的層級管理體制,國家各級公職人員在中國特色社會主義建設(shè)中發(fā)揮著重要的作用,有力的推動了經(jīng)濟(jì)的發(fā)展和社會的進(jìn)步,黨員干部形成了巨大的創(chuàng)造力、戰(zhàn)斗力和凝聚力。但是,隨著經(jīng)濟(jì)的發(fā)展和社會的進(jìn)步,人們思想觀念、價值追求取向和道德認(rèn)知水平由單一趨向復(fù)雜,思想道德建設(shè)成為政治思想領(lǐng)域研究和探討的重要問題。國家公職人員作為黨和國家政策制度的研究者,社會事務(wù)的管理者,政策實施的落實者,不僅是人民公眾關(guān)注的中心,更是治理國家的核心力量。他們的道德追求、價值取向和實際表現(xiàn),對社會的發(fā)展有著導(dǎo)向性的作用。我國實施依法治國和以德治國相結(jié)合的戰(zhàn)略,提高國家公職人員的道德建設(shè)水平是其中重要檢驗標(biāo)準(zhǔn)和戰(zhàn)略任務(wù)。在當(dāng)前形勢下,我國國家公職人員(即公務(wù)員)道德建設(shè)面臨著全新的問題和挑戰(zhàn),這就要求我們在深入研究國家管理制度體系政策的基礎(chǔ)上,進(jìn)一步順應(yīng)時代發(fā)展變化要求,總結(jié)取得的成績,發(fā)現(xiàn)存在的問題并及時提出應(yīng)對的策略,進(jìn)而推動新時期國家公務(wù)員道德建設(shè)邁上新臺階。根據(jù)上述觀點,本文反思了當(dāng)代中國公務(wù)員道德建設(shè)的現(xiàn)狀,詳細(xì)論述了公務(wù)員應(yīng)有道德建設(shè)的理論基礎(chǔ)和思想借鑒,并重點論述了提出了提升公務(wù)員職業(yè)道德水平的意見和建議。本文第一部分分析了我國公務(wù)員道德建設(shè)的現(xiàn)狀,總結(jié)了取得的成績,列舉了道德缺失的主要表現(xiàn)。第二部分著重從以“敬業(yè)”為核心的理論基礎(chǔ)、以倫理與道德相區(qū)分的倫理觀為基礎(chǔ)以及借鑒反思西方公務(wù)員道德建設(shè)理論三個方面分析論證了公務(wù)員應(yīng)有道德建設(shè)的理論基礎(chǔ)。第三部分依據(jù)社會關(guān)系構(gòu)成,從正確行使國家行政職能、遵從特定職業(yè)操守、為人民群眾服務(wù)的責(zé)任擔(dān)當(dāng)及家庭美德示范效應(yīng)四個方面闡釋了我國公務(wù)員應(yīng)有道德建設(shè)的具體要求。最后一部分從加強(qiáng)公務(wù)員應(yīng)有道德的內(nèi)在修為和強(qiáng)化公務(wù)員道德修養(yǎng)的外在保障以及促進(jìn)二者相互銜接融合三個方面提出了公務(wù)員應(yīng)有道德建設(shè)實現(xiàn)途徑及增進(jìn)公務(wù)員職業(yè)倫理建設(shè)的對策和建議。本文旨在通過對公務(wù)員應(yīng)有道德建設(shè)問題進(jìn)行研究,能夠有效促進(jìn)當(dāng)代中國公務(wù)員倫理道德建設(shè),政通才能人合,國家的治理需要通過政策制定者和執(zhí)行者來貫徹落實。希望本文能在理論建設(shè)和實際操作上對公務(wù)員道德修養(yǎng)的提升起到良好的推動作用。同時相信,我國公務(wù)員應(yīng)有道德建設(shè)通過系統(tǒng)的理論發(fā)展和公務(wù)員自身的不斷努力,逐步改善行政運行的外在環(huán)境斷,其道德建設(shè)水平一定能夠適應(yīng)經(jīng)濟(jì)和社會發(fā)展的新要求,并進(jìn)而促進(jìn)我國政治生態(tài)的良性發(fā)展。
[Abstract]:China's administrative system is a hierarchical management system with civil servants at all levels as an important component. Public officials at all levels play an important role in the construction of socialism with Chinese characteristics, which has pushed forward the economic development and social progress. Party members and cadres have formed tremendous creativity, combat effectiveness and cohesion. However, with the development of economy and the progress of society, people's ideology, value pursuit orientation and moral cognition level have changed from single to complex, and ideological and moral construction has become an important issue in the field of political and ideological research and discussion. As the researcher of the party and state policy system, the manager of social affairs and the implementer of the policy, state public officials are not only the center of the people's attention, but also the core force of governing the country. Their moral pursuit, value orientation and actual performance play a leading role in the development of society. It is an important test standard and strategic task for our country to carry out the strategy of combining the rule of law with the rule of virtue and to improve the level of moral construction of national public officials. Under the current situation, the moral construction of our country's national public officials (that is, civil servants) is facing new problems and challenges, which requires us to further adapt to the development and changes of the times on the basis of in-depth study of the policies of the national management system. This paper summarizes the achievements, finds out the existing problems and puts forward the corresponding strategies in time, and then promotes the national civil servants' moral construction to a new level in the new period. According to the above views, this paper reflects on the present situation of civil servants' moral construction in contemporary China, and discusses in detail the theoretical basis and ideological reference of civil servants' moral construction. The author puts forward some suggestions and suggestions on how to improve the professional ethics of civil servants. The first part of this paper analyzes the current situation of civil servants' moral construction in China, summarizes the achievements, and lists the main manifestations of moral deficiency. The second part focuses on the theoretical basis of "professionalism" as the core. On the basis of the ethics view which distinguishes the ethics from the morals, the author analyzes and proves the theoretical basis of the civil servants' moral construction from three aspects: the theory of the moral construction of the western civil servants. The third part is based on social relations, from the correct exercise of state administrative functions, compliance with specific professional ethics, The responsibility of serving the people and the demonstration effect of family virtue explain the concrete requirements of the moral construction of civil servants in our country. In the last part, the author puts forward the ways to realize and promote the construction of civil servants' due morality from three aspects: strengthening the internal revision of civil servants' morality and strengthening the external guarantee of civil servants' moral accomplishment, and promoting the convergence and fusion of the two aspects. Countermeasures and suggestions for the Construction of Professional Ethics of Civil servants. The purpose of this paper is to study the problem of civil servants' moral construction, which can effectively promote the construction of civil servants' ethics and morality in contemporary China. The governance of the country needs to be carried out by the policy makers and the executors. I hope this paper can play a good role in the promotion of civil servants' moral cultivation in theory construction and practical operation. At the same time, it is believed that the moral construction of civil servants in our country should gradually improve the external environment of the administrative operation through the systematic theoretical development and the continuous efforts of the civil servants themselves, and the level of their moral construction must be able to meet the new requirements of economic and social development. And then promote the benign development of our country's political ecology.
