W市南水北調(diào)移民安穩(wěn)發(fā)展存在的問(wèn)題及對(duì)策研究

【摘要】：南水北調(diào)工程是一項(xiàng)利國(guó)利民的偉大水利工程,在防洪、發(fā)電、灌溉、供水、生態(tài)等方面發(fā)揮了巨大效益,有力地促進(jìn)了國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展。妥善處理好水庫(kù)移民安置問(wèn)題既是保證工程正常施工和正常運(yùn)用的必要條件,更是保障移民群體穩(wěn)定發(fā)展,實(shí)現(xiàn)安居樂(lè)業(yè)的重要舉措。當(dāng)前移民問(wèn)題是民生問(wèn)題中較為突出的一個(gè)痛點(diǎn),在民眾話語(yǔ)權(quán)和社會(huì)參與度日益提升的今天,安撫移民情緒、解決后顧之憂、幫助安居樂(lè)業(yè)是全社會(huì)的期盼,也是未來(lái)移民工作的主要方向。因此,告別以往“一刀切”的辦事風(fēng)格,推行“以人為本”的政策措施、強(qiáng)化政府的主體主導(dǎo)地位是實(shí)現(xiàn)移民安穩(wěn)發(fā)展、長(zhǎng)治久安的根本思路,也是本論文的基本觀點(diǎn)。本文將中部地區(qū)W市的南水北調(diào)移民作為研究對(duì)象,通過(guò)實(shí)地調(diào)研、現(xiàn)場(chǎng)座談、文獻(xiàn)調(diào)閱等方式,對(duì)W市的南水北調(diào)移民問(wèn)題進(jìn)行深度分析研究,概括當(dāng)前南水北調(diào)移民中出現(xiàn)的現(xiàn)象和問(wèn)題,指出產(chǎn)生移民相關(guān)社會(huì)問(wèn)題的原因,并提出針對(duì)性的對(duì)策建議。本文研究主要包括以下的六個(gè)部分:第一部分為緒論。這是本文的源起部分,首先介紹了本文的研究背景、研究意義以及國(guó)內(nèi)外的研究情況,接著說(shuō)明了基本概念界定和理論工具闡釋,闡述了具體研究思路和方法。第二部分的內(nèi)容是W市南水北調(diào)移民基本情況和運(yùn)行機(jī)制。這部分一方面從國(guó)家與省、縣市和鄉(xiāng)鎮(zhèn)三個(gè)層面介紹了該市南水北調(diào)移民的背景,國(guó)家和省宏觀政策的推進(jìn)情況、當(dāng)前移民的發(fā)展現(xiàn)狀,同時(shí)引入大量詳細(xì)具體的數(shù)字和事例予以佐證。第三部分的內(nèi)容是對(duì)當(dāng)前形勢(shì)下W市南水北調(diào)移民生活中存在的問(wèn)題進(jìn)行審視。雖然南水北調(diào)移民工作中取得了很大成效,但是目前仍然存在一系列的問(wèn)題,主要表現(xiàn)在發(fā)展動(dòng)力不足、收入水平不高、深層次矛盾顯現(xiàn)、非農(nóng)問(wèn)題突出、信訪局面抬頭等方面。第四部分的內(nèi)容是通過(guò)筆者的實(shí)地調(diào)查和實(shí)地訪談,分析歸納上述問(wèn)題,探討背后的深層次原因。筆者從宏觀層面提出六個(gè)方面的因素,分別是基層治理組織權(quán)威弱化、管理服務(wù)與社會(huì)需求不匹配、民間組織發(fā)育不足、社會(huì)治理經(jīng)費(fèi)不足、移民與當(dāng)?shù)厣鐣?huì)融合不夠、部分單位重視程度不夠。第五部分的內(nèi)容是針對(duì)問(wèn)題的分析提出可行的政策建議。這一部分是為了解決移民工作中的各種問(wèn)題,在前文分析的基礎(chǔ)上提出改進(jìn)意見(jiàn)。通過(guò)注重資源整合、狠抓干部建設(shè)、強(qiáng)化民生導(dǎo)向、加大扶持力度,達(dá)到健全體制機(jī)制、提升服務(wù)水平、推進(jìn)重點(diǎn)項(xiàng)目、實(shí)現(xiàn)脫貧致富的目標(biāo)。第六部分的內(nèi)容是結(jié)語(yǔ)。這一部分主要在于對(duì)本文的研究?jī)?nèi)容和結(jié)論作一個(gè)簡(jiǎn)單的概括和升華。
[Abstract]:The South-to-North Water transfer Project is a great water conservancy project that benefits the nation and the people. It has played a great role in flood control, power generation, irrigation, water supply, ecology and so on, and has promoted the development of national economy and society. Properly dealing with the problem of reservoir resettlement is not only a necessary condition to guarantee the normal construction and operation of the project, but also an important measure to ensure the stable development of the immigrant group and to realize the work of living and working in peace and contentment. At present, the issue of immigration is a more prominent pain in the livelihood of the people. With the increasing right of the public to speak and social participation, it is the expectation of the whole society to appease the mood of immigrants, resolve their worries, and help them live and work in peace and contentment. It is also the main direction of the future immigrant work. Therefore, farewell to the past "one-size-fits-all" service style, carrying out the "people-oriented" policy measures, strengthening the dominant position of the main body of the government is the basic idea to achieve the stable development of immigrants and long-term stability, and is also the basic point of view of this paper. This paper takes the South-to-North Water transfer immigrants of W city in the central region as the research object, through field investigation, on-site discussion, literature review and so on, carries on the in-depth analysis research to the W city South-to-North Water transfer emigration problem. This paper summarizes the phenomena and problems in the migration from the south to the north, points out the causes of the social problems related to the migration, and puts forward some countermeasures and suggestions. This paper mainly includes the following six parts: the first part is the introduction. This is the origin of this paper, first introduced the research background, research significance and domestic and foreign research situation, and then explained the basic concepts and theoretical tools to explain the specific research ideas and methods. The second part of the content is W city south-to-north water transfer basic situation and operation mechanism. This part, on the one hand, introduces the background of the city's South-to-North Water transfer immigrants from the three levels of the state and the provinces, counties, cities and towns, the promotion of the macro policies of the state and the provinces, and the current situation of the development of the migrants. At the same time, the introduction of a large number of detailed and specific figures and examples to support. The third part is to examine the problems existing in the life of W-city South-to-North Water transfer immigrants under the current situation. Although great achievements have been made in the work of transferring water from the south to the north, there are still a series of problems at present, mainly manifested in the lack of development power, the low level of income, the emergence of deep-seated contradictions, and the prominent non-agricultural problems. The purpose of this part is to solve various problems in immigration work and to put forward suggestions for improvement on the basis of previous analysis. By paying attention to the integration of resources, strengthening the construction of cadres, strengthening the guidance of the people's livelihood, strengthening the support, improving the system and mechanism, improving the service level, advancing the key projects, and realizing the goal of getting rid of poverty and becoming rich. The sixth part is the conclusion. This part is mainly to make a simple summary and sublimation to the research content and conclusion of this paper.
