【摘要】：當(dāng)前,隨著世界科技的不斷進步,信息化時代已悄然而至,信息資源成為社會的寶貴財富和活動命脈。政府職能部門作為社會的行政主體,掌握著社會最為豐富的信息資源。國家致力于打造效能型政府,首先需要最大化的利用政府信息,共享信息可以有效協(xié)調(diào)各職能部門工作,這也是建立透明、公開的法治政府基礎(chǔ)。政府職能部門進行信息化協(xié)同不僅能夠加快我國政府管理信息化進程,而且能夠提高政府行政效率,保證公開、公正原則,對于構(gòu)建社會主義和諧社會具有非常重要的積極意義。我國政府自改革開放后對政府信息資源的利用和共享開始逐漸重視,政府工作服務(wù)質(zhì)量有了一定的提高。但是,由于我國政府對于信息資源利用和共享方面的相關(guān)法規(guī)還不健全,在共享機制和利用權(quán)限上還不夠完善,在進行具體信息共享使用操作時還會遇到許多無法控制的障礙,從而阻礙了政府高效率、高質(zhì)量、高水平的行政服務(wù)。因此,需要對我國政府在信息共享方面存在的障礙進行詳細的分析,并結(jié)合國外已有的先進經(jīng)驗來消除信息共享障礙,保證我國政府職能部門間和外部社會的信息共享。為了有效開展政府信息共享,實現(xiàn)政府效能的有效提升,需要對現(xiàn)有的信息共享障礙問題進行更加深入的研究。本文對國內(nèi)外已有的研究理論成果進行分析,根據(jù)我國政府信息共享實際情況和已出現(xiàn)的問題進行整體上。全文由五部分組成:第一部分緒論,主要闡述了本文的選題背景、選題意義及國內(nèi)外研究現(xiàn)狀;第二部分主要介紹了政府信息共享的基本內(nèi)涵,闡述了政府信息共享相關(guān)理論;第三部分對我國政府信息共享的發(fā)展歷程、發(fā)展現(xiàn)狀及當(dāng)前所存在的問題進行分析;第四部分對國外政府所采取的信息共享措施進行研究;第五部分對我國存在的信息共享問題提出有效解決措施。
[Abstract]:At present, with the continuous progress of science and technology in the world, the information age has come quietly. Information resources have become the precious wealth and lifeblood of the society. As the administrative subject of the society, the government functional departments hold the most abundant information resources. In order to build an effective government, the government needs to maximize the use of government information, sharing information can effectively coordinate the work of various functional departments, which is also the establishment of transparent, open rule of law government foundation. The cooperation of government departments can not only speed up the process of government management informatization, but also improve the efficiency of government administration, and ensure the principle of openness and fairness. For the construction of socialist harmonious society has a very important positive significance. Since the reform and opening up, our government has gradually attached importance to the utilization and sharing of government information resources, and the quality of government service has been improved to a certain extent. However, because the government of our country is not perfect about the relevant laws and regulations on the utilization and sharing of information resources, the sharing mechanism and authority are not perfect enough, and there are still many obstacles which can not be controlled when the concrete information sharing operation is carried out. This hinders the government's high efficiency, high quality and high level of administrative services. Therefore, it is necessary to analyze the obstacles of information sharing in our government in detail, and combine the advanced experience of foreign countries to eliminate the obstacles of information sharing and to ensure the information sharing between government departments and the outside society. In order to effectively carry out the government information sharing and realize the effective improvement of the government efficiency, it is necessary to do more in-depth research on the existing obstacles of information sharing. In this paper, the existing theoretical research results at home and abroad are analyzed, according to the actual situation of government information sharing in China and the existing problems on the whole. The full text consists of five parts: the first part of the introduction, mainly describes the background of this topic, the significance of the topic and the status quo of research at home and abroad, the second part mainly introduces the basic connotation of government information sharing, elaborated the relevant theory of government information sharing; The third part analyzes the development course, the present situation and the existing problems of the government information sharing in our country, the fourth part studies the information sharing measures taken by the foreign governments. The fifth part puts forward effective measures to solve the problem of information sharing in our country.
