【摘要】：隨著政府體制由經(jīng)濟(jì)建設(shè)型逐步轉(zhuǎn)型服務(wù)型政府以來,眾學(xué)者們對政府行政體制改革和政府規(guī)模的研究熱情有增無減。以市場經(jīng)濟(jì)發(fā)展為例,政府對市場的管理逐漸由干預(yù)型向監(jiān)管型發(fā)展,這種體制的轉(zhuǎn)型勢必會(huì)影響政府規(guī)模的變動(dòng)。然而,地方政府財(cái)政支出比重日益增高,因地域差異和環(huán)境文化的不同而差異明顯,因此,選擇具有代表性的地方政府規(guī)模研究顯得尤為重要。本文分析了政府規(guī)模影響因素和效率評價(jià)的研究現(xiàn)狀,總結(jié)了政府規(guī)模主要影響因素和效率評價(jià)方法,選擇安徽省作為地方政府規(guī)模的研究對象。通過實(shí)證分析了地方政府規(guī)模影響因素,并在影響因素實(shí)證結(jié)果的基礎(chǔ)上,選擇投入產(chǎn)出指標(biāo)對政府規(guī)模進(jìn)行效率評價(jià)分析�？傊�,文章主要完成如下工作：(1)通過對安徽省政府財(cái)政支出規(guī)模的歷史變動(dòng)和影響因素的理論分析,選擇經(jīng)濟(jì)發(fā)展水平、地方競爭、財(cái)政分權(quán)、人口增長等七個(gè)可量化的指標(biāo)作為安徽省16個(gè)地級市政府規(guī)模變動(dòng)的影響因素進(jìn)行考察,建立多元回歸模型,進(jìn)行計(jì)量經(jīng)濟(jì)學(xué)研究方法分析得出安徽省政府規(guī)模主要影響因素及其影響程度。(2)結(jié)合安徽省政府規(guī)模影響因素的實(shí)證分析結(jié)果,以政府財(cái)政支出為基礎(chǔ),以政府對社會(huì)作出的貢獻(xiàn)產(chǎn)出為導(dǎo)向選擇投入和產(chǎn)出的指標(biāo),采用數(shù)據(jù)包絡(luò)分析(DEA)方法對16個(gè)地級市進(jìn)行政府規(guī)模效率評價(jià),得出具體的評價(jià)分析結(jié)果。(3)通過對安徽省政府規(guī)模效率評價(jià)和影響因素的具體分析,結(jié)合安徽省省情,分別從影響因素和政府行政體制改革兩個(gè)方面,提出如何構(gòu)建安徽省合理化政府規(guī)模的具體政策建議。
[Abstract]:With the gradual transformation of government system from economic construction to service-oriented government, the enthusiasm of scholars for the reform of the government administrative system and the scale of the government has increased unabated. Taking the development of market economy as an example, the government's management of the market gradually develops from interventionism to supervision, and the transformation of this system will inevitably affect the change of government scale. However, the proportion of local government's fiscal expenditure is increasing day by day, because of the difference of region and environment culture, so it is very important to choose the representative scale of local government. This paper analyzes the research status of the influencing factors and efficiency evaluation of government scale, summarizes the main influencing factors and efficiency evaluation methods of government scale, and selects Anhui Province as the research object of local government scale. Based on the empirical analysis of the influencing factors of the scale of local government, the paper chooses the input-output index to evaluate the efficiency of the scale of the local government. In a word, the main work of this paper is as follows: (1) through the theoretical analysis of the historical changes in the scale of fiscal expenditure of Anhui Provincial Government and the influencing factors, we choose the level of economic development, local competition, fiscal decentralization, Seven quantifiable indicators, such as population growth, were investigated as the influencing factors of the scale change of 16 prefectural municipal governments in Anhui Province, and a multivariate regression model was established. Through econometrics research method, the main influencing factors and their influence degree of Anhui provincial government scale are obtained. (2) combined with the empirical analysis results of Anhui provincial government scale influence factors, based on the government fiscal expenditure, Taking the government's contribution to the society as the guide to select the input and output, the paper uses the data envelopment analysis (DEA) method to evaluate the government scale efficiency of 16 prefecture-level cities. The concrete evaluation and analysis results are obtained. (3) through the concrete analysis of the scale efficiency evaluation and the influence factors of the Anhui Provincial Government, combining the situation of Anhui Province, from the two aspects of the influence factors and the reform of the administrative system of the government, This paper puts forward concrete policy suggestions on how to construct the rational government scale of Anhui Province.
