【摘要】：政府?dāng)?shù)據(jù)開放引發(fā)的風(fēng)險(xiǎn)尚未引起高度關(guān)注。本文深入揭示了政府?dāng)?shù)據(jù)開放風(fēng)險(xiǎn)的內(nèi)涵、類型以及表現(xiàn)形式,并結(jié)合國(guó)內(nèi)外政府?dāng)?shù)據(jù)開放實(shí)踐,指出認(rèn)知觀念、組織體系與文化、政府?dāng)?shù)據(jù)管理水平、數(shù)據(jù)結(jié)構(gòu)與開放技術(shù)以及公務(wù)員信息技能等是導(dǎo)致政府?dāng)?shù)據(jù)開放風(fēng)險(xiǎn)的主要原因。同時(shí),提出了政府?dāng)?shù)據(jù)開放風(fēng)險(xiǎn)管理的目標(biāo),認(rèn)為應(yīng)建立政府?dāng)?shù)據(jù)開放風(fēng)險(xiǎn)識(shí)別與評(píng)估機(jī)制,提高政府?dāng)?shù)據(jù)風(fēng)險(xiǎn)內(nèi)控機(jī)制和培育社會(huì)數(shù)據(jù)風(fēng)險(xiǎn)應(yīng)對(duì)能力。
[Abstract]:The risks caused by the opening up of government data have not attracted much attention. This paper deeply reveals the connotation, type and manifestation of the risk of government data opening, and points out the cognitive concept, organizational system and culture, and the level of government data management, combined with the practice of open government data at home and abroad. Data structure, open technology and civil servants' information skills are the main reasons for the risk of government data opening. At the same time, the goal of open risk management of government data is put forward, and the mechanism of risk identification and evaluation of open government data is established, the internal control mechanism of government data risk is improved and the ability of coping with social data risk is cultivated.
